MONITORAMENTO DOS INDICADORES DO PROGRAMA DE QUALIFICAÇÃO DAS AÇÕES DE VIGILÂNCIA EM SAÚDE NO CEARÁ: PROPOSTA PARA OTIMIZAR RECURSOS

O Programa de Qualificação da Vigilância em Saúde - PQA-VS surgiu em 2013, por meio de adesão dos municípios, estados e Distrito Federal, tendo por propósito de induzir o aperfeiçoamento das ações de Vigilância em Saúde, definindo diretrizes, financiamento, metodologia de adesão e critérios de avaliação. Apesar da adesão ampla em todos os municípios cearenses, observou-se que os recursos recebidos estavam aquém da capacidade de capitação dos municípios e no Estado, carecendo de instrumentos de monitoramento para se atingir a plena capacidade de financiamento disponível. Portanto, o objetivo do estudo Desenvolver um instrumento que auxilie os municípios cearenses a monitorar os indicadores do Programa de Qualificação das Ações de Vigilância em Saúde no Ceará, visando a otimização dos recursos recebidos. O estudo é de natureza exploratória e metodológica com abordagem quantitativa. O cenário são os municípios cearenses e a SESA que aderiram ao PQA-VS, no período de 2014 a 2016. Foi feita revisão bibliográfica para identificação das Portarias Ministeriais e consulta aos conteúdos. Estratificaram-se os recursos municipais por porte populacional. Como resultado identificou-se que a participação percentual dos MPP de 2014 a 2016 atingiram de 23,9%, 41,8%, 42,2%. Nos MMP, a representação foi 28,6%, 41,1% e 50% e nos MGP, 11,1% e, 2016, portanto, em todos os portes municipais houve uma tendência crescente, com exceção dos MPP que reduziram em 2016. Concluiu-se que houve uma perda significativa de recursos que não foram recebidos pelo Estado e pelos municípios e a necessidade de uma ação gerencial mais efetiva. Daí porque foi desenvolvido um Tutorial para servir de subsídio para o acompanhamento dos indicadores do Programa.

Abstract:
The Health Surveillance Qualification Program - HSQP emerged in 2013, through the adhesion of the municipalities, states and Federal District, with the purpose of inducing the improvement of Health Surveillance actions, defining guidelines, financing, adherence methodology and evaluation criteria. In spite of the wide adhesion in all the municipalities of Ceará, it was observed that the resources received were below the capitation capacity of the municipalities and in the State, lacking monitoring instruments to reach the full available financing capacity. Therefore, the objective of the study is to develop an instrument to help municipalities in Ceará monitor the indicators of the Qualification Program of Health Surveillance Actions in Ceará, aiming at optimizing the resources received. The study is of exploratory and methodological nature with a quantitative approach. The scenario is the municipalities of Ceará and SESA that joined the HSQP, in the period from 2014 to 2016. A bibliographic review was carried out to identify Ministerial Ordinances and consult the contents. Municipal resources were stratified by population size. As a result, it was identified that the percentage participation of MPP from 2014 to 2016 reached 23.9%, 41.8%, 42.2%. In the MMP, the representation was 28.6%, 41.1% and 50% and in the MGP, 11.1% and, in 2016, therefore, in all municipalities there was an increasing trend, with the exception of MPP that reduced in 2016. It was concluded that there was a significant loss of resources that were not received by the State and the municipalities and the need for more effective management action. That is why a Tutorial was developed to serve as a subsidy for the monitoring the indicators of the Program.
