RACISMO NA ABORDAGEM POLICIAL DE JOVENS DO CONJUNTO PALMEIRAS: UM OLHAR SOBRE A QUESTÃO

Esta pesquisa tem o propósito de analisar as situações de violência policial vivenciadas pela juventude negra do Conjunto Palmeiras, bairro periférico da cidade de Fortaleza, a fim de compreender em que medida o componente racial, expresso em atitudes de racismo, influencia a abordagem policial dos jovens, a partir da percepção dos moradores do bairro, em especial os próprios jovens. Trata-se de uma pesquisa com abordagens qualitativa e quantitativa, em que foram utilizadas técnicas de pesquisa bibliográfica, documental e de campo, através de entrevistas, gravadas em áudio e transcritas, bem como também através da aplicação de questionários, que foram tabulados. Os dados foram submetidos à análise de conteúdo. Para mapear a discussão sobre o tema em questão, construiu-se o arcabouço teórico a partir de uma revisão da literatura e dos documentos oficiais, aliada à entrevista com o líder do Movimento Social do Conjunto Palmeiras (MCP), a fim de investigar a trajetória histórica e cultural de formação do bairro, identificando como as principais transformações espaciais, econômicas e sociais do bairro ensejaram na tessitura da estrutura social vigente, marcada pelas várias formas de exclusão, discriminação e violência social, tão presente na vida dos jovens das periferias urbanas brasileiras, sobretudo o racismo na abordagem policial. Baseado nos relatórios “Mapas da Violência: homicídios por armas de fogo no Brasil” (Waiselfisz, 2012; 2016), foi abordado o desproporcional índice de violência contra jovens negros no Brasil. A partir da análise dos dados obtidos nas entrevistas e da aplicação dos questionários com alunos da única escola participante do sistema socioeducativo do bairro, combinada ao referencial teórico, foi possível concluir que a percepção dos moradores quanto às abordagens policiais, evidenciando o racismo institucional e estrutural nessas atuações. Espera-se, portanto, que os resultados obtidos possam contribuir para a construção de reflexões acerca do impacto do racismo na atuação dos agentes da segurança pública nas periferias, evidenciando a percepção da juventude, especialmente dos jovens negros, quanto à conduta abusiva das abordagens policiais e, numa perspectiva futura, possa contribuir para a elaboração de políticas públicas sobre esta questão, para que novas soluções sejam alcançadas. Abstract:
This research has the purpose of analyzing the situations of police violence experienced by the black youth of Conjunto Palmeiras district, a peripheral neighborhood in the city of Fortaleza, in order to understand the extent to which the racial component, expressed in racism attitudes, influences the police approach of young people , from the perception of the residents of the neighborhood, especially the young people themselves. It is a research with qualitative and quantitative approaches, in which bibliographic, documentary and field research techniques were used, through interviews, recorded in audio and transcribed, as well as through the application of questionnaires, which were tabulated. The data were submitted to content analysis. In order to map the discussion on the theme in question, the theoretical framework was constructed based on a review of the literature and official documents, together with the interview with the leader of the Social Movement of the Palmeiras Ensemble (MCP), in order to investigate the trajectory historical and cultural formation of the neighborhood, identifying how the main spatial, economic and social transformations of the neighborhood have led to the structure of the current social structure, marked by the various forms of exclusion, discrimination and social violence, so present in the life of young people from the Brazilian urban peripheries , especially racism in the police approach. Based on the reports "Maps of Violence: firearm homicides in Brazil" (Waiselfisz, 2012, 2016), the disproportionate index of violence against black youth in Brazil was addressed. Based on the analysis of the data obtained in the interviews and the application of the questionnaires with students from the only school participating in the socio-educational system of the neighborhood, combined with the theoretical framework, it was possible to conclude that the residents' perception of police approaches, highlighting institutional and structural racism in these actions. It is hoped, therefore, that the results obtained can contribute to the construction of reflections on the impact of racism on the performance of public security agents in the peripheries, highlighting the perception of youth, especially young blacks, regarding the abusive conduct of police approaches and, in a future perspective, can contribute to the elaboration of public policies on this issue, so that new solutions can be reached.
