Resumo:
Este estudo teve como objeto a diretriz de atendimento multiprofissional da Política Nacional de Proteção aos Direitos das Pessoas com Autismo (TEA) - Lei 12.764/12, cujo objetivo geral foi avaliar o atendimento multiprofissional à pessoa com TEA pelo Sistema Único de Saúde (SUS) em Fortaleza- CE. Os objetivos específicos pautaram-se em Investigar junto aos familiares dessas pessoas as demandas terapêuticas necessárias; Identificar junto a Secretaria Municipal de Fortaleza quais as instituições públicas do Sistema Único de Saúde são responsáveis pela execução dos atendimentos terapêuticos multiprofissionais às pessoas autistas; Averiguar quais e como os atendimentos terapêuticos são ofertados aos Autistas pelas instituições da rede do Sistema Único de Saúde; Investigar a atuação dos gestores dos centros pesquisados e representantes da Secretaria Municipal de Saúde, para a realização da diretriz de atendimento multiprofissional à Pessoa com TEA. A pesquisa realizada foi de campo, de natureza descritiva e transversal, abordagem quantitativa – qualitativa com análise de conteúdo, também foi baseada na legislação Pátria. Como instrumentos para coleta dos dados, foram utilizados questionários, com perguntas abertas e de múltipla escolha aos participantes gestores, profissionais de saúde e aos familiares e representantes legais dos autistas em três centros de referência em autismo em Fortaleza - CE conveniados ao SUS. O estudo abordou de forma teórica o que é o autismo; sua origem e classificação atual; a história do autismo e os movimentos sociais no Brasil e no mundo; Marcos legais do autismo e a diretriz do atendimento multiprofissional à pessoa com TEA. Os resultados dos dados demonstraram pontos favoráveis e desfavoráveis nos atendimentos realizados pelos centros pesquisados. Concluiu-se com a avaliação que, o Estado precisa de organização e de conceder mais apoio aos centros de atendimento à pessoa com autismo para que a diretriz de atendimento multiprofissional seja realizada. Abstract:
This study was the object of the Multiprofessional service guideline of the National Policy of protection of the rights of people with autism spectrum disorder (ASD)-law 12.764/12, whose general objective was to evaluate the multiprofessional attendance to the person with ASD by the Public Health System, The Sistema Único de Saúde, better known by the acronym (SUS) in in the city of Fortaleza in the state of Ceará. The specific objectives were to investigate the necessary therapeutic demands with the families of these people; To identify with the municipal secretariat of Fortaleza which the public institutions of the single health system are responsible for the implementation of the Multiprofessional therapeutic services to autistic people; Find out what and how the therapeutic services are offered to autistics by the institutions of the network of the single system of health; Analyze the effectiveness of the multiprofessional services performed by the therapeutic institutions of the SUS to people with autism; To investigate the performance of the management with the managers of the research centres and representatives of the Municipal Health secretariat, for the realization of the guideline of multiprofessional service to the person with ASD. The research carried out was field, of a descriptive and transversal nature, quantitative approach – qualitative with content analysis, was also based on homeland legislation. As instruments for data collection, a multi-structured questionnaire was used, with open and multiple-choice questions to participants managers, health professionals and family members and legal representatives of autistics in three centres of Reference in Autism in Fortaleza-CE partners to SUS. The study discussed in a theoretical way what is autism; Its origin and current classification; The history of autism and social movements in Brazil and in the world; The legal landmarks of autism and the guideline of the multiprofessional attendance to the person with ASD. The results of the data demonstrated favorable and unfavorable points in the attendances carried out by the research centres. It was concluded with the evaluation that: the State needs organization and to give more support to the centres of care for the person with autism so that the guideline of multiprofessional attendance is effective.
