Resumo:
Face aos impactos regionais relacionados às mudanças climáticas globais e a crise hídrica, principalmente no semiárido do Nordeste brasileiro, este estudo visa contribuir para a construção de uma Avaliação de riscos socioambientais sobre o projeto de mineração no município de Santa Quitéria no interior cearense, sendo realizada uma abordagem ao projeto Itataia, caracterizando seus impactos e o possível risco de abastecimento hídrico desse município através de mananciais da bacia do Acaraú. O projeto Santa Quitéria de Mineração pretende explorar para os próximos vinte anos o Colofanito que caracteriza a união do Urânio e do Fosfato, nesse sentido parte a preocupação com o elevado gasto hídrico e os impactos nessa área, busca-se contribuir para o debate acerca da injustiça hídrica e ambiental no semiárido, problematizando a destinação da água e sua utilização em um projeto de grande demanda em detrimento das necessidades de uso futuro das populações e os riscos socioambientais. Diante da complexidade da estrutura hídrica do estado do Ceará, busca-se analisar, através de cenários hidroclimatológicos e suas variáveis (Temperatura, Precipitações, Insolação, Umidade e Nebulosidade), utilizando projeções do IPCC (Painel Intergovernamental de Mudanças Climáticas), PBMC (Painel Brasileiro de Mudanças Climáticas), FUNCEME (Fundação Cearense de Meteorologia), COGERH ( Companhia de Gestão de Recursos Hídricos ) e INMET (Instituto Brasileiro de Meteorologia ), além da análise do crescimento populacional dessa região com base em dados do IBGE (Instituto Brasileiro de Geografia e Estatística), como a expansão desse empreendimento elevaria o gasto hídrico.Nesse contexto, debate-se a controvérsia do processo de licenciamento do fosfato e Urânio, realizados respectivamente pela Superintendência Estadual do Meio Ambiente (SEMACE) e o Instituto Brasileiro do Meio Ambiente (IBAMA). Abstract:
Given the regional impacts related to global climate change and the water crisis, mainly in the semi-arid region of the Brazilian Northeast, this study aims to contribute to the construction of a socioenvironmental risk assessment on the mining project in the municipality of Santa Quiteria in the interior of Ceará, an approach to the Itataia project, characterizing its impacts and the possible water supply risk of this municipality through sources of the Acaraú basin. The Santa Quitéria de Mineração project intends to explore for the next twenty years the Colofanite that characterizes the union of Uranium and Phosphate, in this sense part the concern with the high water expenditure and the impacts in this area, we try to contribute to the debate about the water and environmental injustice in the semi-arid region, problematizing the use of water and its use in a project of great demand, to the detriment of the needs of the future use of the populations and the socioenvironmental risks. In the face of the complexity of the water structure of the state of Ceará, it is sought to analyze, through hydroclimatological scenarios and their variables (Temperature, Precipitation, Sun, Humidity and Cloudiness), using IPCC (Intergovernmental Panel on Climate Change), PBMC Brazilian Federation of Climate Change), FUNCEME (Cearense Meteorological Foundation), COGERH (Water Resources Management Company) and INMET (Brazilian Institute of Meteorology), in addition to analyzing the population growth of this region based on data from IBGE (Brazilian Institute of Geography and Statistics), as the expansion of this enterprise would increase water expenditure. In this context, the controversy over the licensing process of phosphate and uranium, carried out respectively by the State Environmental Authority (SEMACE) and the Brazilian Institute of the Environment (IBAMA), is discussed.
