A condição ‘nem-nem’ da juventude trabalhadora brasileira no contexto do desemprego estrutural: investigando a relação, trabalho, educação e a (de)formação profissionalizante

Resumo:
A presente dissertação apresenta a condição da juventude trabalhadora nem-nem – jovens que compõem o grupo etário entre 15 e 29 anos que não estão trabalhando e nem estudando – no contexto de crise e desemprego estrutural. Assume-se o viés ontológico materialista e a metodologia de cunho teórico-bibliográfico e documental, baseados na contradição fundamental da relação trabalho e capital, para investigar o fenômeno de uma grande problemática que atinge a classe trabalhadora: o desemprego no contexto de crise. O objetivo central deste estudo consiste em analisar a condição ‘nem-nem’ do jovem trabalhador no Brasil no contexto de crise estrutural do capital tomando como contraponto a problematização da relação trabalho, educação e formação profissional. Para tanto, revisar-se-á os clássicos em torno da questão da centralidade do trabalho no processo de reprodução do ser social apontando Marx (2012, 2013), Engels (1984), Lukács (1978, 2010, 2013), Mészáros (2008, 2011) e seus intérpretes para evidenciar a relação estrutura e superestrutura de modo a avançar para atualidade situando o intercâmbio entre o modo de produção vigente e a promoção da educação direcionada à juventude trabalhadora que tem mantido seu caráter dicotômico. No decorrer do texto, será examinado, com o apoio em Santos (2017), o desenvolvimento da educação profissional bem como as forma de oferta dessa modalidade formativa no contexto da luta de classe e expostas as legislações estabelecidas em função do atendimento às demandas da classe dominante em cada momento específico da história. Freres, Barbosa, Gomes, Mendes Segundo e Rabelo (2014, 2015) ajudaram na fundamentação da crítica contextualizada sobre a sociedade do conhecimento e a reedição da Teoria do Capital Humano recuperando o papel dos grandes centros de domínio do capital no comando dos processos educativos a partir dos anos 1990 que muito revelam sobre o objeto aqui delimitado: A formação do jovem trabalhador em condição nem-nem. Os pressupostos que respaldaram as questões que se buscou responder reverberaram nos seguintes achados: os estudos aqui apresentados são conduzidos pelas mãos da relação entre economia política e educação. Apresentam-se, ainda, dados importantes sobre a economia mundial e as taxas de desemprego nacional e local considerando a articulação entre ciência, produção material e educação. Confirmou-se, portanto, que os jovens nem-nem, que caracterizam a convivência em condições de pobreza, resultam da fragilidade processual do próprio sistema, o qual, para manter os alto níveis de acumulação centrados nas mãos de uma menor parte de indivíduos, produz, ao mesmo tempo, o desemprego juvenil em larga escala, o exército industrial de reserva e o lumpemproletariado, os quais, mesmo enquanto mazelas sociais de superação impossível na dinâmica controlada pelo capital, convertem-se em combustíveis para a manutenção da ordem.
Abstract:
This dissertation presents the condition of working youth ‘neet’ (neither-nor) – young people who make up the age group betwee 15 and 29 years old and are not in employment, education, or training – in the crisis and structural unemployment contexts. It assumes the materialistic ontological bias and the theoretical-bibliographic and documentar methodology, based on the fundamental contradiction of the work-capital relationship, to investigate the phenomenon of a major problem which reaches the working class: uneployment in the context of crisis. The central objective of this study is to analyze the ‘neet’ (neither-nor) condition of the young worker in Brazil in the context of the structural crisis of capital taking as a counterpoint the problematization of the relationship between work, education and vocational training. To this end, the classics around the issue of the centrality of work will be reviewed in the processo of reproducing the social being pointing out Marx (2012, 2013), Engels (1984), Lukács (1978, 2010, 2013), Mészáros (2008, 2011) and their interpreters to highlight the structure and superstructure relationship in order to move to the presente time situating the exchange betweem the current mode of production and the promotion of education aimed at working youth that has maintained its dual character. In the course of the text, will be examined, with the support in Santos (2017), the development of vocational education as well as the way of offering this formative modality in the context of class struggle and exposed the laws established in accordance with the demands of the ruling class at each specific moment in history. Freres, Barbosa, Gomes, Mendes Segundo e Rabelo (2014, 2015) helped in the foundation of contextualized criticism about the knowledge society and the reissue of the Theory of Human Capital reclaiming the role of large capital-area centres in charge of education processes from the 1990s that much reveal about the object delimited here: The formation of the young worker in ‘neet’ (neither-nor) condition. The assumptions that supported the questions sought to answer reverberated in the following fidings: the studies presented here are conducted by the hands of the relationship between political economy and education. Important data about the world economy and the uneployment rates for national and local will be presented whereas the linkage between science, material production and education. It is confirmed, therefore, that the young ‘neet’ (neither-nor), who characterize the coexistence in conditions of poverty, resulto f procedural weakness in the system itself, which, in order to maintain the high levels of accumulation centered in the hands of a minor part of individuals, produces, at the same time, youth unemployment on a large scale, the industrial army of reservation and the lumpemproletariado, who, even while social ills of overcoming impossible in the dynamics controlled by capital, become fuel for the maintenance of order
