CONSTRUÇÃO E VALIDAÇÃO DE DESIGN DE SOFTWARE PARA
GESTÃO DE COMPRAS DE MATERIAIS E MEDICAMENTOS

O processo de compras eletrônicas e-procurement refere-se ao uso de sistemas eletrônicos para identificar suprimentos e fornecedores para planejamento de aquisição, compras, controle de estoque, inspeção de recebimento e outras operações relacionadas. Neste sentido, o objetivo deste estudo foi construir e validar o design de um software para gestão de compras de materiais e medicamentos para Unidade Públicas Hospitalares. Foi realizada uma pesquisa metodológica em duas fases distintas: a primeira foi o levantamento da literatura, Benchmarking e requisitos do Software, e a segunda foi a elaboração do design do Software, seguindo referenciais teóricos da engenharia de especialistas em desenvolvimento de tecnologias e a validação por juízes de área de gestão e informática. A pesquisa foi aprovada pelo comitê de ética em pesquisa da Universidade Estadual o Ceará, no parecer número: 3.240.028. Identificou-se a evidência de que funcionalidades credenciais de identificação e segurança, logomarca, relatórios, integração com fornecedores, controle de estoques, abastecimento, descriminação inteligente são requisitos que devem compor um software ou aplicativo móvel sobre o tema em questão, porém foi a limitação dos poucos estudos sobre implantação de Softwares para gestão de compras em unidades hospitalares. No que tange, especificamente, ao Benchmarking, a limitação esteve em encontrar poucos Softwares construídos para hospitais e, muitos deles, não gratuitos e de acesso restrito à descrição de suas telas ou de uma pequena parte dele. De posse das evidências coletadas, foi criado o desenho de alta fidelidade do Software de Gestão de Compras para Unidades Hospitalares, com 43 telas, validadas quanto ao seu conteúdo e aparência por juízes especialistas, com IVC e IC entre 0,94 e 1,00 e teste binomial comprobatório de concordância entre os juízes. Abstract:
The e-procurement electronic procurement process refers to the use of electronic systems to identify supplies and suppliers for planning procurement, purchasing, inventory control, receipt inspection and other related operations. In this sense, the objective of this study was to build and validate the design of a software for managing the purchase of materials and medicines for Public Hospital Units. A methodological research was carried out in two distinct phases: the first was the survey of the literature, Benchmarking and Software requirements and the second was the elaboration of the Software design, following theoretical references from engineering experts in technology development and validation by judges management and information technology. The research was approved by the Research Ethics Committee of the State University of Ceará, in the opinion number: 3,240,028. Evidence was identified that features credentials for identification and security, logo, reports, integration with suppliers, inventory control, supply. Intelligent discrimination are requirements that must compose any software or mobile application on the subject in question, however, the few studies on the implementation of software for purchasing management in hospital units were presented as a limitation. With regard specifically to Benchmarking, the limitation is in finding few software built for hospitals and many of them are not free and have restricted access to the description of their screens or a small part of it. With the collected evidence in mind, the high-fidelity design of the Purchase Management Software for hospital units with 43 screens was created, validated in terms of its content and appearance by expert judges, with CVI and CI between 0.94 and 1,00 and binomial test proving agreement between the judges. It is concluded that the software had its design created and endowed with internal validation. Keywords: Health Management. Hospital Purchasing Service. Computer Software.
