JUDISUS: CONSTRUÇÃO DE UM WEBSITE INFORMATIVO SOBRE JUDICIALIZAÇÃO DA SAÚDE

Judicialização é o fenômeno jurídico que visa garantir serviços de saúde aos cidadãos, por meio de ações judiciais. Ao longo dos anos vem sendo compreendida sob diferentes olhares, apresentando aspectos positivos e negativos para a concretização do direito à saúde. Este trabalho traz questionamentos sobre a obtenção de tratamentos de saúde por meio de decisões judiciais, se essas ações são benéficas à sociedade e como os gestores lidam com as ações judiciais. Objetivo do trabalho foi criar um website informativo sobre judicialização do Sistema Único de Saúde, o JUDISUS. Trata-se de um estudo metodológico desenvolvido em quatro etapas: 1ª revisão integrativa para levantamento de dados. 2ª aproximação com a realidade, 3ª elaboração do projeto e 4ª a elaboração do protótipo do site. A revisão integrativa resultou em um número de dez artigos. Entrevistas semiestruturadas ocorreram com gestores dos fundos municipais de saúde na 11ª Regional de Saúde do Estado no Ceará na etapa 2. Para analisar o material coletado na entrevista foi utilizada a técnica de análise de narrativas, de modo a entender a experiência em um processo de colaboração entre pesquisador e pesquisado. A escolha dos temas para construção do website foi baseada no resultado da revisão e sobretudo, das entrevistas dos gestores, suas principais percepções e dificuldades sobre judicialização da saúde. Até a publicação do JUDISUS na rede, procurou-se sempre evoluir em sua edição, pois um site bem estruturado e que possua informação de qualidade, tem os principais ingredientes para que se torne uma página de sucesso. Apesar das limitações em nível informático e das poucas condições financeiras, o objetivo foi plenamente atingido. Desta forma, o JUDISUS, ainda requer testagem da sua validade externa, para que funcione bem e atenda ao propósito para o qual foi criado com dinamicidade. Palavras chaves: Judicialização. Saúde. Abstract:
This legal phenomenon that aims to guarantee health services to citizens through lawsuits is known as judicialization. Over the years it has been understood under different perspectives, presenting positive and negative aspects for the realization of the right to health. This paper raises questions about obtaining health treatments through court decisions, whether these actions are beneficial to society as a whole. It also questions how managers deal with lawsuits. Objective of the work was to create an informative website on judicialization of the Unified Health System, JUDISUS. The work also allowed the expansion in knowing about the subject. This is a methodological study, which was developed in four steps: The first step was the completion of the integrative review for data collection, the second step was the approximation with reality, the third the project preparation and ending elaboration of the prototype. The integrative review resulted in a number of ten articles. The semi-structured interview took place with managers of municipal health funds at the 11th State Health Regional in Ceará. To analyze the material collected in the interview, the narrative analysis technique was used in order to understand the experience in a collaborative process between researcher and researcher. The choice of themes for the construction of the website was made based on the results of the managers' interviews, their main perceptions and difficulties regarding health judicialization. Until the publication of JUDISUS on the network, it was always sought to evolve in its edition, because a well-structured site that has quality information has the main ingredients to make it a successful page. Despite the limitations in terms of information technology and the few financial conditions, the objective was fully achieved. In this way, JUDISUS still requires testing of its external validity, so that it works well and meets the purpose for which it was created with dynamism. Keywords: Judicialization. Health. SUS.
