Resumo:
O Ceará desenvolveu o PAIC como uma política de cooperação entre estado e municípios, com o objetivo primevo de alfabetizar todos os alunos da rede pública até os 7 anos de idade e promover a competência leitora, escritora e de cálculo adequadas ao nível de escolarização até o 5º ano do Ensino Fundamental, considerando o limite etário de 10 anos de idade. O objetivo geral deste estudo foi verificar a real funcionalidade do Programa de Alfabetização na Idade Certa (PAIC) na Escola Municipal Secretário Paulo Petrola, avaliando o ensino da matemática - assim como mostrar o conceito de políticas públicas e políticas públicas educacionais, discorrer acerca do SPAECE como instrumento avaliativo, analisar se a implantação do PAIC na referida escola esteve de acordo com o esperado e falarmos sobre como os processos de gestão e docência interferem nos resultados apresentados pela escola estudada. Este trabalho se ancora na necessidade de permanente avaliação dos mecanismos que constituem o PAIC e a política estadual de promoção da aprendizagem na idade certa para as crianças e adolescentes do Ensino Fundamental II no estado do Ceará.

Abstract:
The PAIC program was created in 2007, but was only fully implemented in 2008, based on cooperation with municipal governments that are administrative entities responsible for pre-primary and pre-primary education. The program aimed to ensure that all children attained the appropriate levels of proficiency in reading, writing and arithmetic skills up to the age of eight. The PAIC is structured to support five relatively interrelated areas of the initial series of municipal schools in Ceará (184 municipalities), designed to help achieve five program goals: 1) promotion of reading; 2) support municipal literacy strategies; 3) strengthening of municipal management; 4) support early childhood education; and 5) provide evaluation of external learning. In terms of implementation, the program is divided into three general activities related to three program areas: a) teacher and administrator training; b) mobilization of the municipal network; and c) provision of books for students. Thus, this study aimed to verify the real functionality of the Literacy Program in the Right Age (PAIC) at the Municipal School Secretary Paulo Petrola. for the development of the research was adopted as a case study method and finally the study concluded that the PAIC is a great ally for literacy in Brazil, however from the perspective of the object of study analyzed here it was possible to verify that the program alone is functional , but it is not enough, it is necessary to engage teachers, better instructions on the importance of the program and better investment for the implementation of the program.
