LIMITES E POSSIBILIDADES DA POLÍTICA DE ASSISTÊNCIA SOCIAL

Resumo:
O presente estudo “Limites e Possibilidades da Política de Assistência Social no CRAS-Mucuripe em Fortaleza - CE”, teve como objetivo principal identificar os desafios e as possibilidades da Política de Assistência Social no CRAS – Mucuripe / Fortaleza – CE. Diante do aprofundamento das expressões da “questão social”, com o empobrecimento da população, o aumento do desemprego e da miséria no país, vivenciada aproximadamente nos últimos cinco anos do país, a Política de Assistência Social possui papel importante, no sentido de amenizar os impactos sociais negativos para os segmentos mais pauperizados. Dessa forma, pretende-se analisar os entraves, limitações, possibilidades e alternativas dessa Política para os usuários do CRAS-Mucuripe, em meio ao corte orçamentário de recursos para a política no atual contexto político e econômico brasileiro pós 2016. Nesse sentido, a pesquisa se estrutura a partir de pesquisa documental, bibliográfica e de campo, de natureza quanti-qualitativa. Adotou-se por principais referências normativas a Constituição Federal de 1988, a Lei Orgânica de Assistência Social e a Politica Nacional de Assistência Social. Tomou-se como campo de investigação o Centro de Referencia de Assistência Social (CRAS) do bairro Mucuripe localizado no município de Fortaleza/CE, unidade que executa a Política de Assistência Social no município, onde realizou-se entrevistas semiestruturadas com 14 usuários, que estavam para serem atendidos pelo setor do Cadastro Único. A partir da base teórica fez-se um apanhado histórico sobre a Política Social e a Assistência Social num diálogo com diversos autores sobre os avanços e retrocessos da Política de Assistência Social ao longo da história, bem como da sua problematização frente suas relações sob o modo de produção capitalista. Conseguinte, analisaremos os desdobramentos dos cortes de gastos sociais sobre a execução e operacionalização das políticas sociais, em especial o caso aqui apresentado. Dessa feita, podemos observar, através dos gráficos apresentados a partir de documentos oficiais do CRAS-Mucuripe, que a Política de Assistência Social vem declinando em números de atendimentos e na prestação dos serviços e benefícios ofertados, situação que afeta sobremaneira os usuários da Política de Assistência Social. Os resultados evidenciam que o impacto da (des) assistência social na atual conjuntura constitui-se como um paradoxo ou contrassenso na medida em que há retração de direitos no momento em que a população mais necessita de assistência social.

Abstract:
The present study “Limits and Possibilities of the Social Assistance Policy at CRAS-Mucuripe in Fortaleza - CE”, aimed to identify the challenges and possibilities of the Social Assistance Policy at CRAS - Mucuripe / Fortaleza - CE. Given the deepening of the expressions of the “social question”, with the impoverishment of the population, the increase of unemployment and misery in the country, experienced approximately in the last five years of the country, the Social Assistance Policy plays an important role, in order to soften the negative social impacts on the most impoverished segments. Thus, it is intended to analyze the barriers, limitations, possibilities and alternatives of this Policy for users of CRAS-Mucuripe, amid the budget cut for resources in the current post-2016 Brazilian political and economic context. It is based on documentary, bibliographic and field research, of a quantitative and qualitative nature. The main normative references were the Federal Constitution of 1988, the Organic Law of Social Assistance and the National Policy of Social Assistance. The field of investigation was the Reference Center for Social Assistance (CRAS) of the Mucuripe neighborhood located in the city of Fortaleza / CE, unit that executes the Social Assistance Policy in the city, where semi-structured interviews were conducted with 14 users. were to be served by the Cadastro Único sector. This time, we can observe, through the graphs presented from official documents of CRAS-Mucuripe, that the Social Assistance Policy has been declining in attendance numbers and in the rendering of the services and benefits offered, a situation that greatly affects the users of the Policy. Social assistance. The results show that the impact of (dis) social assistance in the current conjuncture constitutes a paradox or counter-measure as there is a retraction of rights when the population most needs social assistance.
