EDUCAÇÃO, ADOLESCÊNCIA E PRIVAÇÃO DE LIBERDADE: DESAFIOS E POSSIBILIDADES DA EDUCAÇÃO FORMAL NOS CENTROS SOCIOEDUCATIVOS DO ESTADO DO CEARÁ

Resumo:
Na busca por compreender e analisar como ocorre o processo de escolarização dos adolescentes privados de liberdade por cumprimento de medidas socioeducativas no Estado do Ceará, este trabalho aborda a temática do sistema socioeducativo e a educação formal nele trabalhada. De início, é feita uma explanação de dados, estatísticas e visão de teóricos, que apresentam o campo de atuação do sistema socioeducativo e o contexto social e econômico em que se encontra o adolescente que cometeu algum ato infracional. O trabalho evidencia a clara relação entre baixa escolaridade e alta exposição à violência, seja praticada ou sofrida pelo adolescente, e segue apresentando a educação como ferramenta de libertação e promoção social; aborda as políticas educacionais do país e as políticas educacionais que são voltadas ao adolescente em cumprimento de medida socioeducativa em meio fechado, sobretudo no Estado do Ceará. Após a abordagem com foco na educação, é apresentado o Sistema Socioeducativo do país, relatando a luta pelos direitos das crianças e adolescentes e o trajeto percorrido da “doutrina de situação irregular” à “doutrina de proteção integral”, passando pela compreensão do termo “socioeducação”, funcionamento e efetivação do Sistema de Garantia dos Direitos da Criança e do Adolescente. O Sistema Socioeducativo no Estado do Ceará é apresentado, pontuando o início do atendimento socioeducativo, a atuação dos órgãos de defesa dos direitos das crianças e adolescentes, as denúncias relevantes contra a atuação do sistema e a criação da Superintendência do Sistema Estadual de Atendimento Socioeducativo (SEAS). Embasada no apanhado teórico, a pesquisa, de cunho qualitativo, vai a campo observar o cenário e realizar entrevistas no formato de grupos focais com socioeducandos, professores e equipe pedagógica dos centros socioeducativos, equipe pedagógica da SEDUC e da SEAS, adquirindo base empírica para, junto da teoria, realizar as análises necessárias. Nas buscas, acessamos os programas e projetos trabalhados com suas limitações e possibilidades, a forma como os socioeducandos veem o processo de escolarização dentro e fora do centro e o que entendem como importante para aprender, e finalizamos apresentando considerações cheias de certezas de como não deve ser, abrindo nossos olhares para novos questionamentos e novas buscas dentro desse contexto.

Abstract:
In order to understand and analyze how happen the schooling process of adolescents in depriving of their liberty due to the fulfillment of socio-educational measures in the State of Ceará, the present work addresses the theme of the socio-educational system and the formal education worked on it. Initially, is presented an explanation of data, statistics and the view of theorists that is presenting the field of action of the socio-educational system and the social and economic context in which the adolescent who committed an infringement. The work makes evident the clear relationship between low education and high exposure to the violence, whether practiced or suffered by adolescents, and continues to present education as a tool for liberation and social promotion. It addresses the educational policies of the country and the educational policies that are aimed to the adolescent in compliance with social and educational measures in closed system, especially in the state of Ceará. Following an approach focused on education, the country's Socio-Educational System is presented, reporting the struggle for the rights of children and adolescents and the path taken from the “doctrine of irregular situation” to the “doctrine of integral protection”, including the understanding of the term Socioeducation, functioning and implementation of the Child and Adolescent Rights Guarantee System. The Socio-Educational System in the State of Ceará is presented punctuating the beginning of socio-educational care, the actions of the organs of defense of the rights of children and adolescents, the relevant complaints against the performance of the system and the creation of the Superintendence of State System of Social-Educational Care (SEAS). Based on the theoretical background, the research, which is qualitative in nature, goes to the field where it observes the scenery and conducts interviews in the format of focus groups with socioeducating adolescents, teachers and pedagogical team of socio-educational centers, pedagogical team of SEDUC and SEAS, acquiring an empirical basis with the theory to perform the necessary analyzes. On the searches we access the programs and projects worked with their limitations and possibilities, the way the socialeducating adolescents look the schooling process inside and outside the center and what they understand as important to learn, and we end by presenting considerations full of certainty of how it should not be, opening our eyes to new questions and new searches within the context that involves formal education and socio-education.
