AS HABILIDADES SOCIAIS DAS BENEFICIADAS DO PROGRAMA BOLSA FAMÍLIA NO BAIRRO PARQUE GENIBAÚ – FORTALEZA-CE

Resumo:
Esta dissertação está centrada nos atores sociais, mulheres, que são beneficiadas com o Programa de Transferência de Renda, Bolsa Família no bairro Parque Genibaú, Fortaleza, Ceará. Portanto, olhar o que fazem e como fazem no cotidiano para responder ao problema crucial da pobreza que além de ser constatado nas suas condições de vida e restrição de oportunidades está incorporado no modo de pensar, sentir e agir. As habilidades sociais precárias (habitus) definem seu espaço de classe, aprendidas e reproduzidas por aprendizagens contínuas restringe as respostas às situações de pobreza. Serão os pobres marcados por uma sina escrita no cosmo que determina viverem em situação restritivas que atrapalha o seu desenvolvimento integral como classe em sociedade? Os pobres poderão ser os autores de sua própria libertação? “Que mobilidade tática” possui os pobres e, em especial, as mulheres beneficiadas com o programa bolsa família para responderam a seu problema crucial, a pobreza? Essas mulheres, beneficiadas com o bolsa família, estão apoiadas por uma política pública de Assistência Social do Estado que é palco de disputas na sociedade para definir as forma e condição mais adequadas de assistência aos pobres e extremamente pobres. As classes altas (ricos e classe média) estão de olho na forma dessa assistência (redistribuição), pois o modo como é feita a definição dessa redistribuição restringe a mobilidade e poder das classes hegemônicas. O problema de como redistribuir recursos essenciais (capital econômico, capital cultural e capital social) em sociedade é o campo de disputa que precisamos investigar de perto, pois repercute na forma destas mulheres beneficiadas, responderem as situações de pobreza. O Programa de Transferência de renda, bolsa família, será estudado em suas características através de documentos que sustenta sua operacionalidade. Para verificar suas intenções. Nossa pesquisa, em resumo, buscará investigar dois níveis de problema em nossa sociedade brasileira: o nível macro das políticas públicas de Assistência Social e, portanto, o bolsa família e o nível micro das ações cotidiana de mulheres tentando responder seus desafios cruciais, a pobreza. Nosso percurso metodológico além da pesquisa bibliográfica, documental utilizou da pesquisa de campo. Aplicamos entrevistas e questionários para nos referenciar com informações adequadas e gerar conhecimento para nos possibilitar responder a nossa pergunta central: como as mulheres pobres, beneficiadas com uma bolsa em dinheiro, com suas habilidades sociais, respondem, afinal, ao problema da pobreza, em situações com fatores tão adversos onde seu espaço de manobra (ação) são reduzidos?

Abstract:
This dissertation focuses on social actors, women, who benefit from the Income. Transfer Program, Bolsa Família in the Parque Genibaú neighborhood, Fortaleza, Ceará. Therefore, looking at what they do and how they do in daily life to respond to the crucial problem of poverty that is not only found in their living conditions and restricted opportunities is embedded in the way they think, feel and act. The precarious social skills (habitus) define their class space, learned and reproduced by continuous learning restricts the responses to situations of poverty. Are the poor marked by a fate written in the cosmos that determines that they live in restrictive situations that hinder their integral development as a class in society? Can the poor be the authors of their own liberation? “What tactical mobility” do the poor, and especially women benefiting from the family allowance program, have to address their crucial problem, poverty? These women, who benefit from the family allowance, are supported by a State Social Assistance public policy that is the scene of disputes in society to define the most appropriate form and condition of assistance to the poor and extremely poor. The upper classes (rich and middle class) are looking at the form of this assistance (redistribution) because the way this redistribution is defined restricts the mobility and power of the hegemonic classes. The problem of how to redistribute essential resources (economic capital, cultural capital and social capital) in society is the field of dispute that we need to investigate closely, as it affects how these women benefit from responding to situations of poverty. The Family Cash Transfer Program will be studied in its characteristics through documents that support its operation. to verify your intentions. Our research, in short, will seek to investigate two levels of problem in our Brazilian society: the macro level of social welfare public policies and, therefore, the family grant and the micro level of women's daily actions trying to answer their crucial challenges, poverty. Our methodological path beyond the bibliographical, documentary research used the field research. We applied interviews and questionnaires to reference us with appropriate information and generate knowledge to enable us to answer our central question: How do poor women, who benefit from a cash grant, with their social skills, ultimately respond to the problem of poverty in situations of concern? with such adverse factors where your room for maneuver (action) is reduced?
