POLÍTICAS PÚBLICAS PARA AS MULHERES EM SITUAÇÃO DE VIOLÊNCIA: REFLEXÕES SOBRE A ATUAÇÃO DA REDE DE ATENDIMENTO À MULHER EM SITUAÇÃO DE VIOLÊNCIA NO MUNICÍPIO DE LIMOEIRO DO NORTE-CE

Resumo:
Este trabalho trata-se de um projeto de pesquisa ampliado, tendo como foco as reflexões sobre a Rede de atendimento à mulher no enfrentamento à violência contra a mulher em Limoeiro do Norte-Ceará. Contudo coube uma atenção para a importância da atuação do Movimento Feminista brasileiro no ganho de políticas públicas para as mulheres. Na década de 1980, as feministas lutaram pelas primeiras políticas públicas de combate à violência com a mulher, que resultou na criação da primeira Delegacia Especializada de Atendimento à Mulher. Em 1995 foi promulgada a Lei nº 9.099 que criou os Juizados Especiais Criminais, porém foi considerada um retrocesso na luta pelo fim desta violência por julgar os crimes de menor potencial ofensivo. Em 07 de agosto de 2006 foi sancionada a Lei n° 11.340, popularmente conhecida como Lei Maria da Penha, que configurou na primeira Lei específica de combate à violência contra a mulher no país e está entre as leis mais avançadas do mundo. A partir dela, surgiram os Juizados de Violência Doméstica e Familiar contra a Mulher. Realizar um mapeamento dos serviços de prevenção, proteção e combate à violência contra a mulher da rede de atendimento em Limoeiro do Norte; buscar e compreender o trabalho dos profissionais atuantes nos serviços da rede; e saber, interpretar e avaliar as condições físico- estruturais das Instituições integrantes da rede apresentadas para receber as mulheres. O trabalho foi fundamentado com os seguintes tópicos: as relações de gênero, a violência contra a mulher, as políticas públicas para as mulheres; e por fim, a rede de atendimento à mulher em situação de violência no município de Limoeiro do Norte. A natureza da pesquisa será quanti- qualitativa e os tipos serão bibliográfica, documental e campo, tendo em vista que os documentos das Instituições integrantes da rede de atendimento serão analisados. As técnicas que se tornaram estratégicas são as entrevistas semi-estruturada, através das quais colheremos as informações sobre as condições de funcionamento da rede, a capacitação dos profissionais e o trabalho de reeducação realizado com os agressores das vítimas conforme a Lei Maria da Penha. Os interlocutores desta pesquisa serão os profissionais atuantes na referida rede. Todavia, a população tem tido muitas influências dos movimentos feministas, que fazem o processo de desconstrução do conceito de machismo e conscientizam sobre a igualdade de sexo, para construção de relações de gêneros igualitárias na sociedade.

Abstract:
This work is an extended research project, focusing on the reflections on the Network of assistance to women in dealing with violence against women in Limoeiro do Norte-Ceará. However, attention was paid to the importance of the work of the Brazilian Feminist Movement in gaining public policies for women. In the 1980s, feminists fought for the first public policies to combat violence against women, which resulted in the creation of the first Specialized Police Station for Women. Law No. 9,099, which created the Special Criminal Courts, was enacted in 1995, but it was considered a step backwards in the fight to end this violence by judging crimes with less offensive potential. On August 7, 2006, Law No. 11,340, popularly known as the Maria da Penha Law, was approved, which was the first specific Law to combat violence against women in Brazil and is among the most advanced laws in the world. From this came the Judges of Domestic and Family Violence against Women. The objectives of this project are to identify the impacts of the services of the service network to women in situations of violence in the municipality of Limoeiro do Norte-CE; To carry out a mapping of the services of prevention, protection and fight against violence against women in the service network in Limoeiro do Norte; Seek and understand the work of professionals working in the network services; And to know, interpret and evaluate the physical-structural conditions of the institutions that are part of the network presented to receive the women. The work was based on the following topics: gender relations, violence against women, public policies for women; And finally, the service network for women in situations of violence in the municipality of Limoeiro do Norte. The nature of the research will be quanti-qualitative and the types will be bibliographical, documentary and field, considering that the documents of the institutions that make up the service network will be analyzed. The techniques that have become strategic are semi-structured interviews, through which we will gather information about the network's working conditions, the training of professionals and the re-education work carried out with the victims' aggressors according to the Maria da Penha Law. The interlocutors of this research will be the professionals working in this network. However, the population has had many influences from the feminist movements, which make the process of deconstruction of the concept of machismo and raise awareness about the equality of sex, for the construction of relationships of egalitarian genres in society.
