AS POLÍTICAS EDUCACIONAIS NEOLIBERAIS: BREVE ESTUDO SOBRE O SISTEMA PERMANENTE DE AVALIAÇÃO DA EDUCAÇÃO BÁSICA DO CEARÁ-SPAECE

Resumo:
O principal objetivo desta pesquisa é a construção de uma análise sobre as influências e os impactos causados pela implementação do sistema político/ social Neoliberalismo na educação brasileira e mais especificamente a sua influência na formulação e implementação de políticas educacionais aplicadas no Estado do Ceará. Apresentemos brevemente as ferramentas que tendem a mensurar a qualidade da educação. Para tanto será feito um breve levantamento sobre a implantação das avaliações em larga escala no Brasil, como surgiram e como foram aplicadas durante as duas décadas passadas. Será destacado, também as políticas de accountability implementadas no Brasil e no Estado do Ceará. Nosso trabalho terá como plano de fundo para a pesquisa o SPAECE, Sistema Permanente da educação Básica do Ceará, levando em conta o encaixe desta avaliação externa com as características predominantes nos planos do Neoliberalismo para a educação. A metodologia utilizada será a pesquisa bibliográfica sobre o tema, para a formulação de uma referencial teórico claro e objetivo, que possa esclarecer dúvidas a respeito do tema. A fundamentação teórica será feita com autores como SILVA (2018), SAVIANI (2013), GHIRALDELLI (2008), GENTILI (2013), SOARES (2013), LUCKESI (2013), MÉSZÁROS (2005), entre outros estudiosos, que se debruçam sobre esse tema. Com a análise de documentos e de bibliografias relacionadas ao tema, podemos perceber um certo engajamento do SPAECE, com as políticas do neoliberalismo para a educação, desenvolvendo uma espécie de cultura de desempenho e tentando levar à sala de aula a um ambiente com semelhanças ao proporcionado pelo mercado de trabalho na sociedade. Abstract:
The main objective of this research is the construction of an analysis on the influences and impacts caused by the implementation of the political / social system Neoliberalism in Brazilian education and more specifically its influence in the formulation and implementation of educational policies that provide the State with briefly presenting the tools which tend to measure the quality of education. A brief survey on the implementation of large-scale evaluations in Brazil, as they emerged and how they were implemented during the last two decades, will highlight the accountability policies implemented in Brazil and the State of Ceará, the work will have as a fund for research the SPAECE, Permanent System of Basic Education of Ceará, taking into account the fit of this external evaluation with the predominant characteristics in the plans of Neoliberalism for education. The methodology used will be the bibliographical research on the subject, for the formulation of a clear and objective theoretical reference that can clarify doubts about the subject, the theoretical basis will be made with authors such as SILVA (2018), SAVIANI (2013), GHIRALDELLI 2008), GENTILI (2013), SOARES (2013), LUCKESI (2013), MÉSZÁROS (2005) among other scholars who study this subject. With the analysis of documents and bibliographies related to the theme, we can perceive a certain commitment of SPAECE, with the policies of neoliberalism for education, developing a kind of performance culture and trying to bring to the classroom an environment with similarities to that provided by market in society.
