O RACISMO INSTITUCIONAL NA PERSPECTIVA DE ESTUDANTES NEGROS/AS ATENDIDOS PELA POLÍTICA DE ASSISTÊNCIA ESTUDANTIL DA UNIVERSIDADE FEDERAL DO AMAPÁ

Resumo:
Este trabalho tem como objetivo geral analisar o Racismo institucional, sob a ótica e compreensão dos estudantes negros/as beneficiários da Política de Assistência Estudantil da Universidade Federal do Amapá e discutir como as políticas de permanência estudantil e de ações afirmativas da universidade, podem contribuir para o combate às manifestações de racismo no ambiente institucional. Para a consecução do objetivo geral, tem-se como objetivos específicos: Refletir o processo histórico de educação da população negra no sistema de ensino superior; Compreender como se manifesta o racismo na perspectiva de estudantes negros/as vinculados a Política de Assistência Estudantil da Universidade Federal do Amapá e Analisar a efetividade das políticas de permanência estudantil e de ações afirmativas da Universidade Federal do Amapá. A metodologia de pesquisa empregada é qualitativa, pois se enquadra em algumas características, como o ambiente institucional como principal fonte de dados e seu caráter exploratório, onde o método dialético foi utilizado como principal instrumento de análise de dados, pois é importante considerar que os fatos não podem ser considerados fora de um contexto social, as contradições se transcendem dando origem a novas contradições que requerem soluções. Os tipos de pesquisa empregados foram pesquisa bibliográfica, com o dialogo com autores especialistas no tema, Pesquisa documental, com a utilização de resoluções internas e dados referentes a raça/etnia dos estudantes por curso e pesquisa de campo, e como técnica de coleta de dados fora realizado grupo focal com estudantes negros/as da Política de Assistência Estudantil da Universidade Federal do Amapá. Os resultados da pesquisa elucidam que as manifestações de racismo entre os estudantes na UNIFAP se dá através de uma elitização social, onde heranças historicamente construídas se manifestam através de privilégios e exclusões de pessoas a oportunidades e potencialidades no interior da Instituição. Além disso, constatou-se uma ausência de articulação entre as políticas de permanência e de ações afirmativas da universidade, o que não contribui para o enfrentamento ao racismo e a discriminação engendrada na estrutura social da instituição. Abstract:
This paper aims to analyze the institutional racism, from the perspective and understanding of black students / beneficiaries of the Student Assistance Policy of the Federal University of Amapá and discuss how the student permanence policies and affirmative actions of the university can contribute to the fight against manifestations of racism in the institutional environment. In order to achieve the general objective, its specific objectives are: Reflect the historical process of education of the black population in the higher education system; Understand how racism manifests itself from the perspective of black students linked to the Student Assistance Policy of the Federal University of Amapá and Analyze the effectiveness of the policies of student permanence and affirmative actions of the Federal University of Amapá. The research methodology used is qualitative because it fits in some characteristics, such as the institutional environment as the main source of data and its exploratory character, where the dialectical method was used as the main instrument of data analysis, because it is important to consider that the facts cannot be considered outside a social context, contradictions transcend into new contradictions that require solutions. The types of research used were bibliographic research, with dialogue with authors specializing in the subject, Documentary research, using internal resolutions and data regarding the race / ethnicity of students by course and field research, and as a data collection technique. A focus group was held with black students from the Student Assistance Policy of the Federal University of Amapá. The research results show that the manifestations of racism among students at UNIFAP occurs through a social elitization, where historically constructed inheritances manifest themselves through privileges and exclusions of people to opportunities and potentialities within the institution. In addition, there was a lack of articulation between the university's policies of permanence and affirmative actions, which does not contribute to confronting racism and the discrimination engendered in the social structure of the institution.
