Esta dissertação teve como escopo principal apresentar o processo de construção da arena dialógica, criada pelo governo do Estado do Amapá, intitulada “Fórum Agenda do Servidor”, lançada no dia 22 de março de 2015. Essa iniciativa governamental visava permanente diálogo/negociação com diversas categorias de servidores públicos do Estado do Amapá, além de construção de políticas de capacitação dentro dos vários setores administrativos da Gestão Estadual. De forma objetiva, a intenção era assegurar o caráter democrático aos debates e decisões oriundas entre os entes sindicais que representavam os Servidores Públicos do Estado do Amapá e o Governo, num caráter de antecipação de demandas. Trata-se de uma pesquisa qualitativa acerca das reuniões/discussões evidenciadas pela Política desenhada pelo Governo do Estado do Amapá (2015 – 2018), direcionada aos servidores públicos estaduais através do Fórum Agenda do Servidor, nos diversos grupos e carreiras que compõe o eixo educação e técnico do Estado. Por meio das atas e relatórios produzidos no decorrer das reuniões com representantes dos sindicatos, servidores, gestores e o fórum. Além disso, a pesquisa procurou apresentar a construção de consensos no relacionamento entre dirigentes do Governo e os servidores públicos estaduais; apontar o nível de participação individual e coletiva, dos servidores públicos estaduais no que se refere à eficácia das políticas públicas efetivadas pelo Fórum e ainda identificar qual das políticas públicas implementadas para os servidores foram mais significativas e exitosas. Abstract:
This dissertation had the main purpose to present the design and construction of a dialogic arena, created by the government of the State of Amapá, Brazil, entitled “Forum Server Agenda”, launched on March 22, 2015. The governmental initiative aimed at permanent dialogue / negotiation with several categories of public employees of the State of Amapá, as well as the constructionn of training policies within the various administrative sectors of the State Management. The intention was to assure the democratic character of the debates and decisions originating between the union entities that represented the Public Servants of the State of Amapá and the Government, in a way of anticipation of demands. This is a qualitative research about the meetings / discussions evidenced by the Policy designed by the Government of the State of Amapá (2015 - 2018), directed to the state civil servants through the Server Agenda Forum, in the various groups and careers that make up the administrative axis and state technical staff. Through the minutes and reports produced in the course of the meetings with representatives of the unions, employees, managers and the forum. In addition, the research sought to present the construction of consensuses in the relationship between government leaders and state public workers; to point out the level of individual and collective participation of the state public servants regarding the effectiveness of the public policies carried out by the Forum and to identify which of the public policies implemented for the servers were more significant and successful.
