Resumo:
A Política de Assistência Estudantil e a efetivação de direitos para os alunos que ingressaram no Instituto Federal de Educação, Ciência e Tecnologia do Ceará (IFCE) através do sistema de cotas, no percentual referente às cotas raciais, será o foco do estudo proposto. A pesquisa se fundamentará no materialismo histórico e dialético e os referenciais teóricos serão escolhidos a partir das leituras nas áreas do Serviço Social, Educação e Ciências Sociais. Para a sua realização será utilizada a abordagem qualitativa para o levantamento e análise dos dados. A pergunta de partida será: Como a assistência estudantil tem atuado na permanência dos alunos oriundos das cotas raciais no IFCE? E, quanto ao objetivo geral, busca-se investigar, através da prática dos profissionais de serviço social, como os alunos cotistas do IFCE têm usufruído do seu direito à educação nesta instituição. Como fonte de estudo serão realizadas entrevistas com assistentes sociais que trabalham na execução das ações do Programa Nacional de Assistência Estudantil – PNAES, além da análise de documentos referentes ao ingresso e permanência dos alunos cotistas no IFCE, como legislações, relatórios de gestão e histórico institucionais. Os resultados obtidos através da pesquisa serão de grande importância para a identificação de práticas das profissionais de serviço social no fortalecimento ao direito da população negra de concluir com êxito os cursos escolhidos. O estudo levará em consideração a contrarreforma operacionalizada pelo Estado nas políticas públicas e a situação da educação superior, frente aos ataques sofridos pelas políticas sociais, exigindo destas, ações fragmentadas e seletivas, sem que de fato exista um enfretamento das causas dos problemas apresentados. Abstract:
The Student Assistance Policy and the achievement of rights for students who entered the Federal Institute of Education, Science and Technology of Ceará (IFCE) through the quota system, in the percentage related to said racial quotas, will be the focus of the proposed study. The research will elaborate on the historical and dialectical materialism and the theoretical frameworks will be chosen from the readings in the Social Services, Education and Social Sciences areas. For its production, a qualitative approach will be used towards the collection and analysis of data. The start-off question is: How does the student assistance has been acting in relation to the permanence of racial quota students in IFCE? As for the overall goal, we seek to investigate, through the practice of social service professionals, how IFCE quota students have enjoyed their right to education in the Institute. As a study source, conducted interviews with social work professionals who work in implementing the actions of the National Program of Student Assistance - PNAES, as well as the document analysis relating to the entry and residence of quota students in IFCE such as legislation, management reports and institutional history will be used . Results from this survey will be of great importance to identify the practices of social service professionals on strengthening the rights of black people to successfully complete their chosen courses. The study will take into account the counter-reformation operationalized by the State in public policy and the situation of higher education, in response to the attacks suffered by social policies, which requires fragmented and selective actions, however without having a real confrontation of the presented problems‟ underlying causes.
