O DISTRITO NA ESTRUTURA POLÍTICO-ADMINISTRATIVA BRASILEIRA: GESTÃO MUNICIPAL NO DISTRITO DE FAZENDINHA

O Distrito na Estrutura Político-Administrativa Brasileira: Gestão Municipal no Distrito de Fazendinha, aborda as relações de poder e suas representações presentes na escala distrital enquanto subdivisão municipal na estrutura político-administrativa brasileira, toma como elemento de referência as relações presentes no exercício de poder do Distrito Municipal de Fazendinha no Estado do Amapá, localizado a 16 quilômetros da Capital Macapá, com uma população prevista no censo do IBGE (2010), de 9.226 habitantes. O Distrito possui um Agente Distrital o qual representa o prefeito de Macapá em ações de coordenação, orientação, coleta de demandas dos populares, acompanhamento de execuções de atividades, promovendo a articulação para intervenções das distintas Secretarias do Município de Macapá no espaço distrital de Fazendinha. Deste modo, a investigação teve por objetivo verificar como o Município de Macapá direciona ações para a realização de políticas públicas com vistas ao atendimento às demandas dentro do locus Fazendinha, a partir da relação de poder desenvolvida pelo Agente Distrital. A pesquisa seguiu-se pelo caminho do estudo de caso, conforme orienta Gil (2002), dentro de uma perspectiva aos moldes do método descritivo e explicativo. E com abordagem qualitativa, discutindo as relações de descentralização e práticas de autoridade político-administrativo. As ferramentas aplicadas na coleta de dados como documentação direta foi a pesquisa de campo, com realização de entrevistas estruturadas e semiestruturadas e aplicação de questionário, uso de fontes secundárias, com pesquisas bibliográficas e Internet. Além, da garimpagem in locum de informações junto aos órgãos e departamentos da Prefeitura de Macapá. No período de fevereiro e março do ano corrente, foram entrevistadas 10 pessoa de cada um dos bairros do distrito: Vila do Matadouro, Murici, Alfaville, Vale Verde, Chefe Clodoaldo, Vila Operária, Fortaleza, Polo e Mini polo, perfazendo um total de 90 pessoas. Ao final da discussão de gestão político-administrativa do Distrito de Fazendinha, entende-se que ainda é preciso avançar em relação à gestão municipal em nível distrital, e criar condições que favoreçam a descentralização enquanto política pública e estimule a participação popular como um elemento essencial no direcionamento das demandas prioritárias no âmbito distrital, assim como propiciar a efetivação de uma representação comunitária que possa se apresentar enquanto ente público detentor
de prerrogativas institucionais capazes de deliberar efetivamente diante dos anseios da comunidade, junto ao prefeito do Município de Macapá. Logo, a partir deste estudo, pretendemos ampliar a discussão e as pesquisas que se debruçam a compreender a escala distrital, a relação entre a descentralização de poder e o fortalecimento de políticas públicas, a qualificação da prática de gestão, bem como subsidiar a compreensão para novas leituras diante do exercício de poder emanadas do executivo municipal aos Agentes Distritais.
The District in the Brazilian Political-Administrative Structure: Municipal Management in the District of Fazendinha addresses the power relations and their representations present in the district scale as a municipal subdivision in the Brazilian political-administrative structure, takes as reference element the relations present in the exercise of power of the Municipal District of Fazendinha in the State of Amapá, located 16 kilometers from the Macapá Capital, with a population foreseen in the IBGE (2010) census of 9,226 inhabitants. The District has a District Agent which represents the mayor of Macapá in coordinating, guiding, collecting demands from the popular, monitoring activities, promoting the articulation between interventions of the different Secretariats of the Municipality of Macapá in the district of Fazendinha. Thus, the objective of the investigation was to verify how the Municipality of Macapá directs actions to carry out public policies to meet the demands within the Fazendinha locus, based on the power relationship developed by the District Agent. The research followed the path of the case study, according to Gil (2002), within a perspective of the descriptive and explanatory method. And with a qualitative approach, discussing the relations of decentralization and practices of political-administrative authority. The tools used in data collection as direct documentation were the field research, with structured and semi-structured interviews and questionnaire application, use of secondary sources, with bibliographical researches and Internet. In addition, from the in locum information in the agencies and departments of the City of Macapá. In the period of February and March of the current year, 10 people from each of the districts of the district were interviewed: Vila do Matadouro, Murici, Alfavile, Vale Verde, Clodoaldo Boss, Vila Operária, Fortaleza, Pole and Mini pole, for a total of 90 people. At the end of the discussion of political-administrative management of the District of Fazendinha, it is understood that it is still necessary to move forward with municipal management at the district level, and create conditions that favor decentralization as a public policy and stimulate popular participation as an essential element in the direction of the priority demands in the district scope, as well as to propitiate the realization of a community representation that can present itself as public entity that holds institutional prerogatives capable of deliberating effectively in the face of the anxieties of the community, with the mayor
of the Municipality of Macapá. Therefore, from this study, we intend to broaden the discussion and the research that is undertaken to understand the district level, the relationship between decentralization of power and the strengthening of public policies, the qualification of management practice, as well as subsidize understanding for new readings before the exercise of power emanating from the municipal executive to the District Agents.
