Esta dissertação questiona as práticas do turismo no espaço urbano da cidade de Fortaleza e a vinculação com o patrimônio cultural, definindo-se como objetivo principal identificar a relação entre o patrimônio cultural edificado e o turismo no Centro Histórico da cidade. Visou-se, também, investigar as políticas públicas de cultura, lazer e turismo por meio de seus instrumentos de planejamento: o Fortaleza 2040, o Plano Nacional de Turismo (PNT) e o Plano Nacional de Cultura (PNC). Este trabalho se iniciou com a revisão da literatura sobre o tema e a seleção dos equipamentos culturais e metodologicamente apoiou-se no estudo de caso. Estudou-se sobre turismo urbano, equipamentos turísticos e culturais, a cidade de Fortaleza, sua história e o turismo, o conceito de cultura, patrimônio cultural material, Centro Histórico e equipamentos culturais. A pesquisa de campo contou com etapas de observação in loco, aplicação de formulários e entrevistas semiestruturadas com coordenadores dos equipamentos culturais, guias de turismo de Fortaleza e turistas presentes nos equipamentos culturais estudados e em outros atrativos turísticos do Centro Histórico da cidade no primeiro semestre de 2019. Com base nos resultados coletados, identificou-se que o Centro Histórico possui condições de oferecer um roteiro cultural para os turistas, colocando em ênfase os museus, espaços e equipamentos culturais. Entretanto, os entornos desses equipamentos culturais são deficientes em infraestrutura. As políticas públicas vêm avançando na relação entre turismo e cultura, mas é necessário um incremento maior para o resgate histórico do espaço, para que a divulgação atinja de forma positiva os turistas. Abstract:
This dissertation questions the practices of tourism in the urban space of the city of Fortaleza and the link with the cultural patrimony, defining as its main objective to identify the relationship between the built cultural patrimony and tourism in the historic center of the city. It also aimed to investigate the public policies of culture, leisure and tourism through its planning instruments: the Fortaleza 2040, the National Tourism Plan (PNT) and the National Culture Plan (PNC). This work began with the literature review on the subject and the selection of cultural equipment and methodologically supported the case study. We studied urban tourism, tourism and cultural facilities, the city of Fortaleza, its history and tourism, the concept of culture, material cultural patrimony, the Historical Center and cultural facilities. The field research included stages of on-site observation, application of forms and semi-structured interviews with cultural equipment coordinators, Fortaleza tour guides and tourists present in the studied cultural equipment and other tourist attractions of the city's Historic Center in the first semester of. 2019. Based on the results collected, it was identified that the Historic Center is able to offer a cultural itinerary for tourists, emphasizing the museums, spaces and cultural facilities. However, the surroundings of these cultural facilities are deficient in infrastructure. Public policies have been advancing in the relationship between tourism and culture, but a greater increase is needed for the historic rescue of the space, so that the disclosure reaches the tourists in a positive way.
