AVALIAÇÃO DO PROJOVEM ADOLESCENTE/SERVIÇO
SOCIOEDUCATIVO SOB A ÓTICA DE SEUS PROFISSIONAIS: a
experiência do município de Caucaia/CE

O Projovem Adolescente é um dos eixos do Programa Nacional de Inclusão dos Jovens, tratando-se de estratégia governamental que prevê formas de assistência aos jovens e a suas famílias. O intuito seria fortalecer as competências familiares, propiciar inclusão social, educação familiar e autonomia, os quais se efetivariam na integração deste programa com o Serviço de Proteção e Atendimento Integral à Família (PAIF). A presente pesquisa tem o objetivo geral de avaliar o referido programa no município de Caucaia/Ceará, destacando sua integração com os serviços socioassistenciais direcionados às famílias dos jovens nele inseridos. Realizou-se pesquisa bibliográfica, documental e de campo, assim como uma observação em profundidade que foi propiciada pela minha condição de Assistente Social integrante da Secretaria de Desenvolvimento Social daquele município. A pesquisa bibliográfica priorizou os conceitos de proteção social, assistência social, juventude e família. Na pesquisa documental examinou-se a Política Nacional de Juventude; Lei Orgânica da Assistência Social; Política Nacional de Assistência Social; os Planos Plurianuais 2008-2011 e 2012-2015; Traçado Metodológico; Resultado da Pesquisa Qualitativa e Quantitativa do Projeto Agente Jovem; e a Portaria n. 879 de 03 de Abril de 2001. Destaca-se, entre os resultados, que a vinculação dos jovens ocorre por demanda espontânea e buscas ativas, e não a partir do Cadúnico, ou seja, o município não atende a proporção de 2/3 das vagas destinadas a jovens de famílias beneficiárias do Programa Bolsa Família, e 1/3 a jovens encaminhados pela Proteção Social Especial. As atividades são desenvolvidas por equipes formadas simultaneamente por um orientador social e um facilitador, e equipes por apenas o facilitador, porém os técnicos de referência são profissionais de carreira, conforme o Ministério. A inadequação das instalações e a escassez de material constituem o gargalo do PJA. A inserção do jovem para viabilizar à sua família a oferta de outros serviços do CRAS, é efetivada no município, mas o acompanhamento familiar através do PAIF ainda deixa a desejar, pois não há integração conforme preconiza o Ministério, ou seja, o propósito de contribuir com a autonomia das famílias e dos jovens por meio da integração de serviços é insuficiente, pois a efetivação da integração dos serviços enfrenta desafios na sua proposição, formulação e execução diante da complexidade das relações intrafamiliares e das relações da família com outras esferas da sociedade, além dos fatores pobreza, vulnerabilidades e riscos sociais, e da própria gestão da Assistência Social. Conclui-se, que a situação de vulnerabilidade social e as peculiaridades do desenvolvimento dos jovens e suas famílias, exigem ações que devem associar serviços e benefícios que permitam a prevenção de riscos, o desenvolvimento da autonomia, e o usufruto dos bens sociais, ao invés de ações relacionadas à mera transferência de renda e/ou bens materiais. Abstract:
The Pro Youth Adolescent (Projovem Adolescente – PJA in Portuguese) comprises the National Program for Youth Inclusion, a government policyaimed toward assisting young people and their families. The programme’s objectives were outlined to strengthen family competences, promote social inclusion, family education and autonomy and should be carried out by its integration with the Global Service of Social Protection and Assistance to Families (PAIF in Portuguese). The following research aims to evaluate the Projovem Adolescente in the municipality of Caucaia/Ceará, in particular its integration with other social and welfare services directed to the families of the young people assisted. Bibliographic, documental and field research were carried out as well as in depth observation due to my position as social worker for the local Secretariat for Social Development. The bibliographical research prioritized the concepts of social protection, social assistance, youth and family. The documental research examined the National Youth Policy, the Social Assistance Law, the National Social Assistance Policy, the Multi-Annual plans of 2008-2011 and 2012-2015, the Methodological Outline, Results of the Quantitative and Qualitative Reasearch of the Young Agent Project, and the Ministerial Order no. 87 of 03, April 2011.Amongst some of the results that should be highlighted:youth enrolment in the program occurs both spontaneously and trough active searches but not thought the Federal Government Unified Registry (Cadúnico). The Cadúnico comprises the families enrolled in welfare programmes such as Bolsa Family and Special Social Protection and it should dictate the distribution of available programme slots. The municipality should have use it to ensure that 2/3 of the vacancies went to beneficiaries of the Bolsa Family and the remaining 1/3 to the beneficiaries of the Special Social Protection. The programme activities’ are being developed either by teams that include both a social adviser and a facilitator orincludeonly the later, though the reference technicians are civil servants. Inadequate facilities and lack of resources are the bottlenecks of the programme. Although the municipality manages to offer other social related services to the families, the family monitoring as designed by the PAIF still leaves much to be desired due to insufficient or lack of integration between the programmes. Such step poses a challenge for the development and execution of such programmes and even social work management itself because it must take into account multiple factor ranging from complex family relationships, poverty and social vulnerability. The conclusion reached is that social vulnerability and the peculiarities of the development of the youth and their family demand specific actions that associate services and benefits aimed at risk prevention, autonomy development and the enjoyment of social assets and not only actions based on cash transfer programmes.
