Resumo:
O Estado Moderno tem encontrado complexos desafios de gerenciamento, dificuldades de ética e problema para atender as demandas dos cidadãos. O antigo padrão de gestão tradicional não responde mais às reivindicações da sociedade. Fortaleza como outras cidades, tem passado por uma evolução. Desde 1997, o setor público fortalezense tem buscado algo novo, iniciando a modernização da gestão pública, reconhecendo a necessidade de transformação do perfil social do Município, redução da criminalidade e inserção da Guarda Municipal e Defesa Civil de Fortaleza (GMDCF) nas políticas de segurança pública e defesa social. A Gestão por Resultados (GPR) se apresentou como uma nova estratégia que busca melhoria da gestão e maior eficiência e eficácia no uso do recurso público. Desta forma, esta pesquisa tem como objetivo analisar os conceitos da GPR e sua influência dentro da administração pública da GMDCF. O presente estudo utilizará pesquisa bibliográfica e documental e fará uma análise da aplicabilidade da GPR no Projeto de Reestruturação da GMDCF. A referida instituição tem investido no processo de planejamento e execução de sua ação com foco em resultado e incorporou conceitos de GPR como canal de capacitação fundamental na busca de resultados. Assim sendo, a prática de GPR continua como prioridade na trajetória da instituição sendo um processo de mudança de cultura e quebra de paradigmas que apresenta algo novo que tem demonstrado valor e benefícios à Guarda Municipal e Defesa Civil de Fortaleza. Abstract:
The modern state has found complex management challenges, difficulties and problems of ethics to meet the demands of citizens. The old pattern of traditional management no longer responds to the demands of society. Fortaleza and other cities, has undergone an evolution. Since 1997, the public sector Fortaleza has tried something new, initiating the modernization of public administration, recognizing the need for changing social profile of the city, crime reduction and insertion of the Home Guard and Civil Defense of Fortaleza (GMDCF) security policies public and social defense. The Managing for Results (GPR) is presented as a new strategy that seeks to improve management efficiency and effectiveness in the use of public resources. Thus, this research aims to analyze the concepts of GPR and its influence within the public administration GMDCF. The present study uses documentary and bibliographical research and make an analysis of the applicability of GPR in the GMDCF Restructuring Project. That institution has invested in the planning process and implementation of its action with a focus on results and concepts incorporated GPR basic training as a channel in the search results. Therefore, the practice of GPR continues as a priority in the trajectory of the institution being a process of cultural change and shift in paradigm that presents something new that has demonstrated the value and benefits to the Guard and Civil Defense of Fortaleza.
