POLÍTICA DE ASSISTÊNCIA ESTUDANTIL COMO ESTRATÉGIA DE PERMANÊNCIA DE JOVENS POBRES NA EDUCAÇÃO SUPERIOR: O CASO DA UNIVERSIDADE FEDERAL DO AMAPÁ

Resumo:
A presente Dissertação apresentada para o Mestrado Profissional em Planejamento e Políticas Públicas da Universidade do Estado do Ceará – UECE tem como objetivo entender as estratégias de permanência de jovens pobres na Educação Superior a partir da Política de Assistência Estudantil no contexto da Universidade Federal do Amapá – UNIFAP, segundo a compreensão dos jovens estudantes usuários desta política. Visando conhecer e compreender o indivíduo como ser histórico na produção de sua vida material, bem como suas relações e contradições no contexto social e acadêmico em que está inserido, utilizou-se o método dialético, que consiste em analisar a totalidade dos fenômenos sociais, considerando suas condições sócio históricas, o que possibilitou um olhar para a realidade em movimento e, que vai além das aparências do que está posto, permitindo uma abordagem mais ampla e crítica. Como instrumentos de coleta de dados qualitativos e quantitativos e buscando uma aproximação maior do objeto por meio da pesquisa exploratória, utilizou-se da pesquisa bibliográfica e documental, bem como de entrevistas semiestruturadas com jovens estudantes que são usuários, onde percebeu-se que os desafios impostos à Assistência Estudantil são muitos e, um deles é o fato de que a Assistência Estudantil na UNIFAP tem garantido a permanência dos estudantes que ja são usuários, no entanto, existe uma demanda reprimida no qual o volume de recurso destinado a esta instituição não permite atender e, observou-se também a necessidade de maior aproximação dos atores envolvidos nessa política, para fins de (Re) construção coletiva com a participação, principalmente, dos estudantes usuários, para que então, as ações realmente venham de encontro com as necessidades estudantis na UNIFAP, prevendo também maior visibilidade e transparência aos processos. Abstract:
The present dissertation presented for the Professional Masters in Planning and Public Policies of the University of the State of Ceará - UECE aims to understand the strategies of permanence of poor young people in Higher Education from the Policy of Student Assistance in the context of the Federal University of Amapá - UNIFAP, according to the understanding of the young student users of this policy. Aiming to know and understand the individual as a historical being in the production of his material life, as well as his relations and contradictions in the social and academic context in which he is inserted, the dialectical method was used, which consists of analyzing the totality of social phenomena, considering its socio-historical conditions, which made possible a look at the reality in movement and, that goes beyond the appearances of what is put, allowing a wider and critical approach. As qualitative and quantitative data collection instruments and seeking a greater approximation of the object through exploratory research, bibliographical and documentary research was used, as well as semi-structured interviews with young students who are users, where it was perceived that the challenges There are many taxes on Student Assistance and one of them is the fact that the Student Assistance in UNIFAP has guaranteed the permanence of the students that already are users, however, there is a repressed demand in which the volume of resources destined to this institution does not allow to meet, and it was also observed the need for a closer approximation of the actors involved in this policy, for the purpose of collective (Re) construction with the participation, mainly, of student users, so that the actions actually come in response to student needs in UNIFAP, also providing greater visibility and transparency to the processes..
