O SERVIÇO DE VIGILÂNCIA SOCIOASSISTENCIAL NO MUNICÍPIO DE ITAPIPOCA - CEARÁ

Resumo:
O presente estudo visa analisar o serviço de vigilância socioassistencial no município de Itapipoca-Ceará, considerando o percurso de constituição da Política de Assistência Social como Política Pública no Brasil e sua consolidação neste Município, bem como a intervenção da implantação do serviço de vigilância socioassistencial sobre a rede socioassistencial, descrevendo os aspectos facilitadores e dificultadores deste processo. O caminho percorrido para a construção deste trabalho combinou procedimentos metodológicos que unem a pesquisa bibliográfica, reunindo estudos dos principais pesquisadores sobre as categorias que fundamentam o objeto deste estudo, como: Politicas Sociais, Assistência Social e Vigilância socioassistencial; a pesquisa documental como base de sustentação ao conteúdo teórico apreendido pela pesquisa bibliográfica, através de consultas a legislações e documentos institucionais que dessem conta da Política de Assistência Social e da instituição da vigilância socioassistencial em nível nacional e local; e finalmente a pesquisa de campo que recorreu aos recursos da observação participante e das entrevistas semiestruturadas com os trabalhadores do Sistema Único de Assistência Social de Itapipoca-Ceará. Um dos resultados alcançados com este estudo foi a confirmação de que muitos foram os avanços conquistados pela Política de Assistência Social no Brasil, a exemplo da instituição da vigilância socioassistencial como uma das funções da Política Nacional de Assistência Social. Formalmente implantado em 2013 no município de Itapipoca-Ceará, o serviço de vigilância socioassistencial alcançou notório reconhecimento por parte dos profissionais que compõem a rede socioassistencial, especialmente em virtude da implementação de ações fundamentais para sistematização de indicadores municipais, apesar do reconhecimento dos inúmeros desafios ainda pendentes para sua efetivação, dentre os quais se destacam: a superação das precárias condições estruturais de funcionamento do serviço de vigilância socioassistencial no município de Itapipoca-Ceará e da cultura do pragmatismo profissional que ainda persiste na rotina dos serviços.

Abstract:
This study aims to analyze the social- security service in the municipality of Itapipoca, Ceará, considering the route of incorporation of the Social Assistance Policy as Public Policy in Brazil and its consolidation in this Municipality under the logic of the Unified Social Assistance and as the intervention of the implementation of social assistance surveillance service on the social assistance network, describing the advantages and constraints of this process. The path to the construction of this work combined methodological procedures that unite the literature, gathering studies of the leading scholars on the categories underlying the object of this study, such as: Social Policies, Social Welfare and social assistance surveillance; documentary research as support base to the theoretical content learned by literature, by consulting the legislation and institutional documents give account of the Social Assistance Policy and the social assistance surveillance institution at national and local level; and finally a field of research that used the resources of participant observation and carrying out semi-structured interviews with employees of the Unified Social Assistance of Itapipoca, Ceará. One of the results obtained with this study was the confirmation that there have been many advances made by the Social Assistance Policy in Brazil, like the social assistance surveillance of the institution as one of the functions of the National Social Assistance Policy. Formally implemented in 2013 in the municipality of Itapipoca, Ceará, the social-security service has achieved notable recognition from professionals who make up the social assistance network, especially due to the implementation of key actions to systematization of municipal indicators, despite the recognition of the numerous challenges still outstanding for its effectiveness, among which are: to overcome the precarious structural conditions of the social-security service in the municipality of Ceará and Itapipoca-professional pragmatism culture that still persists in the service routine.
