ANÁLISE DA IMPLANTAÇÃO DA POLÍTICA DE ENSINO MÉDIO INTEGRADO À
EDUCAÇÃO PROFISSIONAL NO ESTADO DO CEARÁ: AS EEEPS DE
REDENÇÃO E ARACOIABA

Resumo:
O objeto de investigação deste trabalho é a política pública de ensino médio integrado à educação profissional. A temporalidade estabelecida para este estudo é um recorte a partir da Lei de Diretrizes e Bases Nacional – LDB nº 9394/96 até o ano de 2014. Nesse recorte, contextualizamos o Decreto nº 2.208/97 à lógica da produção e o Decreto nº 5.154/04 à lógica da educação. O objetivo é compreender como se deu o processo de implantação e desenvolvimento dessa política em duas escolas profissionais no Maciço de Baturité. As fontes utilizadas são as entrevistas realizadas com os gestores, a coordenadora de estágio, os alunos, o superintendente, o orientador da CEDEA8 e o representante da COEDEP; todos atuam no campo da educação profissional e concordaram em participar do presente estudo. Utilizamos os documentos das instituições SEDUC e EEEP. Da SEDUC, o relatório de gestão “O pensar e o fazer da educação profissional no Ceará – 2008 a 2014” e da EEEP o Currículo Escolar “Integração entre as disciplinas do ensino médio e dos cursos técnicos” e o Regimento Interno; todos possuem relação com essa modalidade de ensino. Para essa análise, o referencial teórico-metodológico se compõe dos estudos de Gaudêncio Frigotto (2005), Maria Ciavatta (2005), Marise Ramos (2005) e Acácia Kuenzer (2003), com reconhecida contribuição no que se refere à trajetória da educação profissional no Brasil. Contudo, delineamos esta pesquisa na perspectiva do direcionamento que essa política contribuiu e vem contribuindo para que a juventude cearense seja inserida no mercado de trabalho ou para dar prosseguimento aos seus estudos em nível superior.
Abstract:
The research object of this work is the public policy of integrated high school vocational education. The temporality established for this study is an excerpt from the Guidelines and National Framework Law - LDB n. 9394/96 by the year 2014. In that contextualize cut Decree 2.208/97 will logic of production and Decree 5.154/04, will logical education. The goal is to understand how was the process of implementation and development of this policy in two vocational schools in the Massif Baturité. The sources used are the interviews with managers, internship coordinator, students, superintendent, supervisor of CEDEA8 and representative COEDEP, all work in the field of education and agreed to participate in this study. We use the documents of the institutions, and SEDUC EEEP. The SEDUC, the management "Thinking and doing vocational education in Ceará - 2008-2014" report and EEEP the School Curriculum "Integration of high school courses and technical courses" and the Rules of Procedure that are related to this type of education. For this analysis, the theoretical framework is composed of studies Gaudêncio Frigotto (2005), Maria Ciavatta (2005), Marise Ramos (2005) and Acacia Kuenzer (2009) with recognized contribution as regards the history of education in Brazil. However we outlined this research in view of the direction that the policy has contributed and is contributing to the Ceará youth to be inserted in the labor market or to continue their studies at a higher level.
