A ATUAÇÃO PARLAMENTAR DOS DEPUTADOS ESTADUAIS DO PARTIDO DOS TRABALHADORES DURANTE O GOVERNO

Resumo:
O presente trabalho tem como objeto a atuação parlamentar dos deputados do Partido dos Trabalhadores durante o governo de Tasso Jereissati (1987-1990) a partir das atas das sessões da Assembléia Legislativado Estado do Ceará. O período analisado situa-se dentro do contexto de redemocratização vivido na Brasil na segunda metade da década de 1980. Em um contexto de reorganização das forças políticas e sociais do país, um grupo de empresários passa a se colocar enquanto alternativa política aos tradicionais coronéis que dominavam a política cearense. Esse grupo consegue chegar à chefia do executivo estadual com a vitória de um desses empresários, o cearense Tasso Jereissati. Enquanto os empresários cearenses articulavam sua atuação política outra movimentação era percebida, pois a esquerda passava por um processo de reorganização e aglutinava-se em torno do recém-criado Partido dos Trabalhadores, que aglutinava dentro de si o novo sindicalismo, intelectuais marxistas, setores das pastorais ligadas a teologia da libertação e remanescentes da luta armada contra a ditadura militar. No Estado do Ceará dois deputados são eleitos, João Alfredo e Ilário Marques, ambos ligados a luta pela reforma agrária e com forte atuação junto aos trabalhadores rurais e que atuaram na oposição ao governo das “Mudanças”. A partir das documentações partidárias buscou-se compreender a visão que o Partido dos Trabalhadores tinha daquela conjuntura e quais as suas pretensões, objetivando compreender o alcance da atividade parlamentar de João Alfredo e Ilário Marques, bem como em que medida os objetivos do PT foram alcançados. A partir da análise da documentação da Assembléia Legislativabuscou-se compreender em que medida a inoperância, atribuída por adversários do PT, se sustenta na prática legislativa. Assim, ao analisarmos a atividade parlamentar desses sujeitos percebemos as limitações em exercer um controle sobre o executivo, mas percebe-se um progressivo desgaste e enfrentamento para com o executivo estadual, bem como considerável enraizamento do partido no Estado do Ceará, apesar da perda de assentos no mandato posterior.

Abstract:
The present work aims at the parliamentary performance of the deputies of the workers' party during the administration of Tasso Jereissati (1987-1990) from the minutes of the sessions of the Legislative Assembly of the State of Ceará. The period under review is situated within the context of re-democratization in Brazil in the second half of the 1980s. In a context of reorganization of the political and social forces of the country, a group of entrepreneurs starts to become a political alternative to the traditional colonels who dominated the politics of Ceará. This group manages to reach the head of the state executive with the victory of one of these entrepreneurs, Tasso Jereissati. While the businessmen of Ceará articulated their political action, another movement was perceived, since the left was undergoing a reorganization process and was grouped around the newly created Workers' Party, which brought together the new syndicalism, marxist intellectuals, sectors of pastoral relations linked to the Theology of Liberation and remnants of the armed struggle against the military dictatorship. In the State of Ceará, two deputies are elected, João Alfredo and Ilario Marques, both linked to the struggle for agrarian reform and with a strong presence among the rural workers, who acted in opposition to the "Changes" government. Based on the party documents, the aim was to understand the vision that the workers' party had of that situation and its pretensions, aiming to understand the scope of the parliamentary activity of João Alfredo and Ilario Marques, as well as to what extent the objectives of the PT were achieved . From the analysis of the documentation of the Legislative Assembly, it was tried to understand to what extent the inoperation, attributed by opponents of the PT, is sustained in the legislative practice. Thus, when analyzing the parliamentary activity of these subjects, we perceive the limitations in exercising control over the executive, but we perceive a progressive erosion and confrontation with the state executive, as well as considerable rooting of the party in the state of Ceará, despite the loss of seats in the subsequent mandate.
