A ESCOLA DE TEMPO INTEGRAL: O REGISTRO DA TRANSIÇÃO DE UMA ESCOLA PÚBLICA EM FORTALEZA

Resumo:
No ano de 2017 foi aprovado o projeto de lei nº 24/2017 que institui a política de ensino médio e tem como principal objetivo expandir o tempo de permanência dos alunos nas escolas pertencentes a rede estadual do Ceará. A partir do contexto apresentado por esta legislação, pelas mudanças do ensino médio e, ainda, diante das vivências no Programa Institucional de Bolsas de Iniciação à Docência – PIBID, vinculado ao curso de Ciências Sociais da Universidade Estadual do Ceará - UECE, a pesquisa busca registrar e compreender como se constituiu o processo de transição de uma escola de ensino regular situada na periferia de Fortaleza, para uma escola de tempo integral. Para abranger este período de mudanças temos como pergunta norteadora: Como se constituiu o processo transitório da escola Juciê Caminha de ensino regular para ensino integral? A pesquisa também discute os conceitos de ensino e educação integral, como também questiona de que forma os últimos projetos de lei e reforma do ensino médio pretendem tornar a educação básica mais voltada para uma perspectiva mercadológica. Esta hipótese se constitui ao observar características dessa reforma, como: a homogeneização do currículo assentada na Base Nacional Curricular/BNCC aprovada em terceira versão, no início de 2018; a retirada da obrigatoriedade de disciplinas como filosofia, sociologia do currículo e a descaracterização do ensino básico com a flexibilização do mesmo, entre outros aspectos. O estudo de caso foi a escolha metodológica utilizada para a pesquisa, fazendo a coleta de dados a partir da observação participante, diário de campo e entrevistas.

Abstract:
In 2017, Bill 24/2017 was approved, which establishes the policy of secondary schools and its main objective is to expand the permanence of students in state education network of Ceará. From the context presented by this legislation, by the changes of the secondary education and, also, by the experiences in the Institutional Program of Initiatives for Teaching - PIBID, linked to the course of Social Sciences of the State University of Ceará - UECE, the research looks for register and understand how the process of transition from a regular school located in the outskirts of Fortaleza to a full-time school was constituted. To cover this period of changes we have as guiding question: How did the transitional process of the school Juciê Caminha of regular education for a full-time education? The research also discusses the concepts of integral/full-time education, but also questions how the latest bills and reform of high school intend to make basic education more geared to a market perspective. This hypothesis is constituted by observing characteristics of this reform, such as: the homogenization of the curriculum based on the National Curricular Base / BNCC approved in the third version, at the beginning of 2018; the withdrawal of compulsory disciplines such as philosophy, sociology of the curriculum and the de- characterization of basic education with its flexibility, among other aspects. The case study was the methodological choice used for the research, making the data collection from participant observation, field diary and interviews.
