Resumo:
O objeto desta dissertação é a Política Fiscal conduzida pelo Governo do Estado do Ceará durante o período de oito anos, entre 2007 e 2014. O estudo analisa três aspectos centrais. Primeiramente, no âmbito do Federalismo Fiscal, são esclarecidos os conceitos envolvidos e o contexto político, econômico e social, destacando os principais marcos de influência da União no Estado do Ceará, como a Constituição Federal de 1988, o Plano Real, o PAF (Programa de Apoio à Reestruturação e ao Ajuste Fiscal de Estados), a LRF (Lei de Responsabilidade Fiscal) e questões relevantes da Política Fiscal dos Governos Federais de Fernando Henrique Cardoso (1995-2002), Luis Inácio Lula da Silva (2003-2010) e Dilma Rousseff (2011-2014). Em seguida, foram retratados aspectos centrais das relações entre o Estado do Ceará e a União, em especial a Repartição Constitucional de Receita, as Transferências Voluntárias e uma avaliação da Autonomia Financeira deste Ente. Posteriormente, foi realizada uma apreciação das Finanças Públicas do Estado do Ceará, utilizando indicadores fiscais de fluxo e estoque no âmbito da LRF, do PAF e do BACEN, além de uma análise das Despesas Orçamentárias por Função e por Natureza, com o objetivo de identificar as áreas priorizadas nos gastos públicos. Esses indicadores foram comparados, sempre que possível, com outras unidades federativas (Estados e DF). Também foram demonstrados indicadores sociais selecionados no nível estadual, a fim de analisar o desempenho do Estado do Ceará em comparação com outras unidades subnacionais do Nordeste e do Brasil. Por fim, este trabalho constatou evidências da ocorrência de possíveis Ciclos Político-Orçamentários. Para tanto, foram comparados o calendário político-eleitoral de 2007 a 2014 com dados de Resultado Primário e da proporção dos Investimentos em relação à Receita Corrente Líquida executados pelo Governo do Estado do Ceará. Abstract:
The object of this dissertation is the Fiscal Policy conducted by the Government of the State of Ceará during the period of 8 years between 2007 and 2014. The study analyze three central aspects. Firstly, in the context of Fiscal Federalism, the concepts involved and the political, economic and social context are clarified, highlighting the main landmarks of the Federal Government influence in the State of Ceará, such as the Federal Constitution of 1988, the Real Plan, the PAF (Program to Support Restructuring and Fiscal Adjustment of States), the LRF (Fiscal Responsibility Law) and relevant issues of the Fiscal Policy of the Federal Governments of Fernando Henrique Cardoso (1995-2002), Luis Inácio Lula da Silva (2003-2010) and Dilma Rousseff (2011-2014). Then, central aspects of the relations between the State of Ceará and the Federal Government, in particular the division of tax revenues under the Federal Constitution, the Intergovernmental Transfers by Agreement and an evaluation of the Financial Autonomy of this State were presented. Subsequently, an assessment of the Public Finance of the State of Ceará was made, using flow and stock fiscal indicators within the scope of the LRF, PAF and BACEN, as well as an analysis of the Budget Expenses by Function and Nature, identifying the main areas prioritized in public spending. These indicators were compared, whenever possible, with other federative units (States and DF). Social indicators selected at the State level were also demonstrated in order to analyze the performance of the State of Ceará in comparison with other subnational units in the Northeast and all over Brazil. Finally, this work verified evidence of the occurrence of possible Political Budget Cycles. For that, the political-electoral calendar from 2007 to 2014 was compared with the Primary Fiscal Result and the proportion of Investments in relation to Net Current Revenue executed by the Government of the State of Ceará.
