Resumo:
A presente dissertação tem como objetivo a análise da gestão do Projeto Professor Diretor de Turma e a gama de possibilidades que permeiam a função desse profissional na melhoria da aprendizagem, levando ao sucesso na qualidade do ensino gerado por uma política forte de gestão por resultados. O referido projeto foi implementado na Rede Estadual de Ensino do Ceará no ano de 2008, como projeto piloto em 25 Escolas Estaduais de Educação Profissional, para a melhoria da gestão de sala de aula, visando fomentar a participação integral da família, na escola, estimular o desempenho dos alunos em termos cognitivos, além de contribuir decisivamente para a formação da cidadania, com a presença de uma nova figura, intitulada Diretor de Turma. Nesse contexto, estudou-se o impacto da implantação deste projeto na Escola Estadual de Educação Profissional Paulo VI, município de Fortaleza, Ceará. A demarcação temporal estabelecida nessa pesquisa é desde a implantação do projeto, ocorrido em 2008 até 2017. As ações do Projeto Professor Diretor de Turma procuram compreender o aluno da escola pública na sua individualidade, numa perspectiva de desmassificação que, pelo desenvolvimento de um trabalho cooperativo, levem os professores a conhecer a realidade e as dificuldades desses alunos e apoiá-los na superação desses desafios. As fontes de pesquisa utilizadas foram: rica literatura dos mais variados autores que já publicaram sobre o projeto, dissertações publicadas, artigos, site da SEDUC e, principalmente, as Diretrizes do Projeto Professor Diretor de Turma. O referencial teórico para apoiar as discussões acerca do tema foi baseado em Cunha (2004), Martins (2014), Yin (2005), Bruinni (2008) e Salgueiro (2010). A metodologia da pesquisa compreendeu análise documental, entrevistas, questionários e observação não participante. A análise dos dados e das entrevistas estabelecidas com os docentes, que atuam no funcionamento do Projeto Professor Diretor de Turma no cotidiano da escola, revelou que as práticas cotidianas utilizadas no funcionamento do projeto são elementos determinantes para o seu sucesso e, consequentemente, o alcance do seu maior objeto que é auxiliar o curso do processo ensino-aprendizagem e levar o discente a assimilar o conhecimento e utilizá-lo para seu crescimento pessoal e profissional.

Abstract:
The purpose of this dissertation is to analyze the management of the Class Director Teacher and the range of possibilities that permeate the function of this professional in the improvement of learning, leading to success in the quality of education generated by a strong result-based management politic. This project was implemented in the State Education Network of Ceará in 2008, as a pilot project in 25 State Schools of Professional Education, for the improvement of classroom management, aiming to foster the integral participation of the family at school, to stimulate students' performance in cognitive term, besides contributing decisively to the formation of citizenship, with the presence of a new figure, entitled Class Director. In this context, the impact of the implementation of this project was studied in the State School of Professional Education Paulo VI, Fortaleza, Ceará. The temporal demarcation established in this research is since the implementation of the project, which took place in 2008 until 2017. The actions of the Class Director Teacher Project seek to understand the student of the public school in its individuality, with a desmassification view to that, through the development of a cooperative work, lead the teachers to know the reality and the difficulties of these students and to support them in overcoming these challenges. The sources of research used were: rich literature from the most varied authors who have published about the project, published dissertations, articles, SEDUC website and, mainly, the Guidelines of the Class Director Teacher Project. The theoretical framework to support the discussions about the theme was based on Cunha (2004), Yin (2005), Bruinni (2008) and Salgueiro (2010). The research methodology included documentary analysis, interviews, questionnaires and non-participant observation. The analysis of the data and the interviews established with the teachers, who work on the functioning of the Class Director Teacher Project in the daily life of the school, revealed that the daily practices used in the operation of the project are decisive elements for its success and, consequently, the reach of its greatest object, which is to help the course of the teaching-learning process and lead the student to assimilate knowledge and use it for his or her personal and professional growth.
