O terminal marítimo de passageiros do Mucuripe e o turismo de cruzeiros em Fortaleza/CE

Resumo:
A dissertação tem como objeto o Terminal Marítimo de Passageiros do Porto de Fortaleza (TMP) na Ponta do Mucuripe e a contribuição ao incremento do turismo de cruzeiros, em Fortaleza. Com o crescimento da dinâmica mundial do segmento turístico de cruzeiros marítimos, o Terminal do Mucuripe torna-se insuficiente para atender de forma efetiva a crescente demanda dos turistas de cruzeiros em Fortaleza. A segunda parte do Programa de Aceleração do Crescimento (PAC 2) focada no desenvolvimento do setor portuário para o turismo, foi reestruturado com os recursos da Secretária dos Portos, contando a cidade com um Terminal Marítimo para atendê-la. A problemática a ser investigada gira em torno de como a infraestrutura do terminal de passageiros do Porto do Mucuripe é utilizada como receptivo portuário de turismo. Cogita-se que o terminal é área ociosa, com movimento reduzido de navios, pois os cruzeiros não podem atracar por falta de profundidade do berço de atracação, sendo o espaço utilizado para festas particulares, ocioso ou subutilizado. Dessa forma, surgem os seguintes questionamentos: o terminal marítimo de passageiros de Fortaleza tem incrementado o turismo de cruzeiros? As suas metas de utilização previstas no projeto estão sendo atingidas? Quais os impactos socioambientais decorrentes da sua construção? Qual o perfil do turista que aporta em Fortaleza pelo terminal? O site da Companhia Docas divulga turisticamente Fortaleza? São objetivos geral e específicos: analisar o terminal marítimo de passageiros do Mucuripe e a sua contribuição ao turismo de cruzeiros na cidade de Fortaleza/CE, explicar como o atua no incremento do turismo de cruzeiros em Fortaleza, conhecer o perfil do turista que chega pelo terminal, verificar a usabilidade do site da Companhia Docas. A opção metodológica é o Método da Complexidade de Edgar Morin, pois a dinâmica operacional e o segmento turístico ocorre em relações complexas. As categorias de análise são: turismo, ócio, lazer, litoral, turismo de sol e praia, cultural, ecoturismo, compras, eventos, turismo náutico de cruzeiros marítimos, porto e terminal marítimo de passageiros. A pesquisa foi institucional, online e de campo. Constatou-se que o terminal começou a receber turistas em junho de 2014. Alem disso, o quantitativo de navios poderia ser ampliado se o entrave do aprofundamento da área de atracação fosse solucionado. As taxas elevadas, a letargia burocrática também dificultam a eficiência operacional do terminal. Estes problemas reduzem a sua capacidade funcional. O perfil do turista de cruzeiros que chegam ao Mucuripe foi realizado com passageiros do navio Crystal Serenity. Os sites analisados, bem como o Terminal são conduzidos pela administração da Companhia Docas do Ceará, sociedade de economia mista que representa a administração e exploração da União, sobre o Porto de Fortaleza e atua como sua autoridade portuária. Conclui-se que a gestão ambiental portuária se mostra parcialmente eficaz. Os novos gestores deverão garantir total operacionalidade e maior dinamismo ao Terminal. Abstract:
The dissertation has as object the Fortaleza Maritime Passenger Terminal (FMPT) in Mucuripe cove and their development contribution of cruise tourism in Fortaleza. As a result of the growth of the worldwide tourism segment of cruise ships, the Mucuripe Terminal becomes insufficient to effectively to comply wirh the growing demand of cruise tourists in Fortaleza. The second part of the Growth Acceleration Program (PAC 2) is focused on the development of tourism port sector was restructured by Port Secretary resources, providing the city with a Maritime Terminal to serve it. The problem to be investigated revolves around the infrastructure of the Mucuripe Harborpassenger terminal is used as a receptive port of tourism. It is cogitated that the terminal is idle with reduced movement of vessels in view of the cruises cannot berth due to lack of depth of berth attractiveness. In this way the space is idle and underutilized, only used with private parties. In this way, the following questions arise: Fortaleza maritime passenger terminal has increased cruise tourism? Are their planned project goals being met? What are the socio-environmental impacts resulting from its construction? What is the profile of the tourist that arrives in Fortaleza through the terminal? Does the Companhia Docas site advertise Fortaleza? These are general and specific objectives: to analyze Mucuripe's maritime passenger terminal and its contribution to cruise tourism in the city of Fortaleza, to explain how it operates in the increase of cruise tourism in Fortaleza, to know the profile of the tourist that arrives by Terminal, verify the usability of the Docas Company website. The methodology used was the Complexity Method of Edgar Morin because the operational dynamics and the tourism segment occurs in complex relationships. The categories of analysis are tourism, leisure, coastal, sun and beach tourism, cultural, ecotourism, shopping, events, nautical tourism of cruise ships, port and maritime passenger terminal. The research was institutional, online and field. It was verified that the terminal began to receive tourists in June of 2014. In addition, the number of vessels could be increased if the obstacle to deepening the mooring area was solved. High rates and bureaucratic lethargy also hamper the terminal's operational efficiency. These problems reduce their functional capacity. The profile of the cruise tourist arriving at the Mucuripe was carried out with passengers of Crystal Serenity vessel. The websites analyzed as well as the Terminal are conducted by Companhia Docas do Ceará administration, a mixed economy company that represents the administration and operation of the Union, on the Fortaleza’s Port and acts as its port authority. It is concluded that port environmental management is partially effective. The new managers must ensure total operability and give it greater dynamism to the Terminal.
