Resumo:
A dissertação acerca do tema “O papel do conselho municipal de saúde do município de Beberibe no controle da execução das políticas pública de saúde” pretende expor o conjunto de variáveis que determinam o perfil deliberativo do conselho municipal de saúde no âmbito do município de Beberibe e o controle das políticas públicas as quais ele se vincula. Levando em consideração o acima dito, o presente estudo tem como objetivo geral pesquisar as atividades deliberativas e consultivas desenvolvidas pelo conselho municipal de saúde do município de Beberibe na implementação das políticas públicas de saúde do referido município cearense. Dentre os objetivos específicos podem ser citados: a) Conhecer a atuação do Conselho Municipal no âmbito do município de Beberibe e sua interferência nas ações governamentais no tocante a melhoria das condições de saúde da população; b) Verificar a capacidade técnica dos membros do conselho municipal de saúde e a compreensão dos mesmos quanto suas atribuições legais; c) Constatar a atuação do conselho municipal de saúde na fiscalização da destinação dos recursos públicos na área da saúde e na investigação da qualidade e resolutividade dos serviços públicos como forma de aprimorar o Sistema Único de Saúde (SUS); e d) Averiguar as ações desenvolvidas pelo município de Beberibe no âmbito da saúde, nos últimos 03 (três) anos, decorrentes das deliberações do conselho municipal de saúde. No aspecto metodológico para desenvolver a pesquisa utilizou-se também da pesquisa bibliográfica com vista a identificar o papel e a estrutura dos Conselhos Municipais de Saúde, bem como, possibilitar o conhecimento de diversos autores sobre a temática em exame. Os conselhos municipais possibilitam a efetivação do controle social com o acompanhamento, monitoramento da ação estatal por parte da sociedade, garantido seu caráter público e visualizando a prestação de contas. Compreende-se que o Conselho Municipal de Saúde do Município de Beberibe, mesmo, reprise-se, apresentando limites em sua atuação, deve ser valorizado e legitimado cada vez mais, por representar um novo modo de relação entre o poder público e a sociedade civil, bem como, um espaço real de tomada de decisão política na área de saúde. Abstract:
The research on the theme "The role of the municipal council of health of the municipality of Beberibe in the control of the execution of public health policies" intends to expose the set of variables that determine the deliberative profile of the municipal health council in the ambit of the municipality of Beberibe and The control of the public policies to which it is linked. Taking into account the above, the present study has as general objective to investigate the deliberative and consultative activities developed by the municipal council of health of the municipality of Beberibe in the implementation of the public health policies of this municipality of Ceará. Among the specific objectives can be cited: a) Know the performance of the Municipal Council within the municipality of Beberibe and its interference in government actions in improving the health conditions of the population; B) Check the technical capacity of the members of the municipal health council and their understanding of their legal responsibilities; C) To verify the performance of the municipal health council in the inspection of the allocation of public resources in the health area and in the investigation of the quality and resolution of public services as a way of improving the Unified Health System (SUS); And d) To investigate the actions developed by the municipality of Beberibe in the area of health, in the last 03 (three) years, resulting from the deliberations of the municipal health council. In the methodological aspect to develop the research, we also used bibliographical research to identify the role and structure of the Municipal Health Councils, as well as to enable the knowledge of several authors on the subject under study. The municipal councils make it possible to carry out social control with the monitoring, monitoring of the state action by the society, guaranteeing its public character and visualizing the rendering of accounts. It is understood that the Municipal Health Council of the Municipality of Beberibe, even if it repeats itself, presenting limits in its action, must be valued and legitimized increasingly, since it represents a new way of relation between the public power and civil society , As well as a real space for political decision-making in the health area.
