UM ESTUDO DAS AÇÕES IMPLANTADAS DO MUNICÍPIO DE FORTALEZA SOBRE A CONDIÇÃO SOCIAL DO CATADOR DE RESÍDUOS RECICLÁVEIS

O trabalho versa acerca da política de resíduos sólidos desenvolvida pelo estado do Ceará e pelo município de Fortaleza. Os resíduos produzidos pelas aglomerações urbanas devem ter uma destinação ambientalmente adequada, garantindo a sustentabilidade urbana. Investigamos o papel do estado do Ceará e as articulações por ele fomentada. Num segundo momento focamos o aspecto social ligado à coleta seletiva, em que a inclusão do catador por meio de políticas públicas eficazes de inclusão social é fundamental. O município de Fortaleza foi utilizado como parâmetro para entendermos o papel das municipalidades nesse processo, onde se relacionam entes com autonomia política e administrativa, porém que devem necessariamente agir em cooperação para a eficácia da política, as ações nesse sentido não podem ser fragmentadas. Assim reputamos que o estudo em conjunto das ações do estado e do município levam a uma melhor compreensão do problema desenvolvido. Investigamos o processo de implantação da coleta seletiva desenvolvida pelo município de Fortaleza, identificando resultados obtidos. É um estudo qualitativo, realizado à luz do método fenomenológico, no qual o estudo é fundamentado na experiência a partir da observação dos fenômenos e das relações que eles mantêm entre si. A coleta de dados foi feita por intermédio de entrevista semiestruturada, gravada, transcrita na íntegra e textualizada. Os entrevistados foram servidores públicos dos órgãos ambientais diretamente envolvidos com o tema resíduos sólidos e os catadores de resíduos recicláveis em seu local de trabalho. Os resultados da pesquisa demonstraram que existem ações implantadas pelo poder público estadual e municipal, porém ainda não foi consolidado o aspecto da inclusão social do catador na coleta seletiva a nível de estado, estando ainda no plano dos projetos. No município encontramos ações voltadas para o catador associado ou cooperado, porém o catador autônomo permanece na situação de exclusão social. Palavras-chave: Resíduos Sólidos Urbanos. Abstract:
The paper deals with the solid waste policy developed by the state of Ceará and the municipality of Fortaleza. The waste produced by urban agglomerations must have an environmentally adequate destination, guaranteeing urban sustainability. We investigate the role of the state of Ceará and the articulations it fosters. In a second moment we focus on the social aspect linked to the selective collection, in which the inclusion of the taster by means of effective public policies of social inclusion is fundamental. The municipality of Fortaleza was used as a parameter to understand the role of municipalities in this process, where they are related to political and administrative autonomy, but must necessarily act in cooperation for the effectiveness of the policy, actions in this sense can not be fragmented. Thus we consider that the joint study of the actions of the state and of the municipality lead to a better understanding of the problem developed. We investigated the process of implantation of the selective collection developed by the city of Fortaleza, identifying results obtained. It is a qualitative study, carried out in the light of the phenomenological method, in which the study is based on the experience from the observation of the phenomena and the relations that they maintain with each other. The data collection was done through a semi-structured interview, recorded, transcribed in full and textualized. The interviewees were public servants of the environmental agencies directly involved with the topic solid waste and recyclable waste pickers in their workplace. The results of the research showed that there are actions implemented by the state and municipal public authorities, but the aspect of social inclusion of the collector in the selective collection at state level has not yet been consolidated, and is still at the project level. In the municipality we find actions aimed at the associated or cooperated collector, but the autonomous collector remains in the situation of social exclusion. Keywords: Urban Solid Waste.
