A IMPORTÂNCIA DA ELABORAÇÃO DO PLANO DE HABITAÇÃO (PLHIS) COMO INSTRUMENTO DE ADESÃO AO SISTEMA NACIONAL DE HABITAÇÃO: ANÁLISE DO PLANO DE HABITAÇÃO DO MUNICÍPIO DE MARACANAÚ - CEARÁ

Resumo:
A presente presquisa visa, a partir da visão dos membros do Conselho Municipal de Habitação de Interesse Social (CMHIS) do município de Marcanaú, analisar o PLHIS elaborado pelo município de Maracanaú e verificar se o mesmo trouxe melhorias ao setor habitacional do município. Para tanto, foram entrevistados 19 (dezenove) pessoas que fazem parte da formação atual do CMHIS, momento este em que foram abordadas questões como: a importância do Plano Local de Habitação de Interesse Social (PLHIS) para o setor habitacional de Maracanaú; as obrigações estabelecidas pela politica habitacional nacional e suas implicações na politica habitacional municipal; a importância CMHIS para a política habitacional local; o papel do conselheiro e sua atuação junto a elaboração do PLHIS; bem como a satisfação em participar do CMHIS de Maracanaú. Ressalta-se que o PLHIS tem como principal objetivo promover o planejamento das ações do setor habitacional pelo poder público, apontando caminhos não só para a redução significativa das necessidades habitacionais identificadas, mas principalmente para a constante avaliação, monitoramento e revisão do Plano. Ocorre que a maior parte das cidades brasileiras, dentre elas o município de Maracanaú, cresceu de forma desordenada, com sua população ocupando áreas inadequadas ou irregulares, com diversos problemas de infraestrutura urbana e social, o que levou o Estado e a sociedade a buscarem meios de proporcionar a implementação de políticas públicas que promovam moradia digna para todos, possibilitando transparência e afirmação dos direitos de cidadania e estabelecendo novos padrões de convivência social. Abstract:
The present investigation aims, based on the vision of the members of the Municipality of Social Interest Board (CMHIS) of the municipality of Marcanaú, analyze the PLHIS prepared by the municipality of Maracanaú and verify if it brought improvements to the housing sector of the municipality. For this reason, were interviewed 19 (nineteen) people who are part of the current CMHIS, which addressed issues such as: Importance of the Local Social Interest Housing Plan (PLHIS) for the housing sector of Maracanaú; The obligations laid down by the housing and its implications on municipal housing policy; To CMHIS importance for the local housing policy; The role of the counselor and their performance together with the elaboration of PLHIS; As well as the satisfaction of participating of the CMHIS of Maracanaú. It should be noted that PLHIS's main objective is to promote planning of the actions of the housing sector by the public power, pointing out only for the significant reduction of identified housing needs, but mainly for the constant evaluation, monitoring and review of the plan. It occurs that most of the Brazilian cities, among them the Municipality of Maracanaú, grew in a disorderly way, with its population occupying inadequate or irregular areas, with several problems of urban and social infrastructure, which led the State and society to seek means of providing the implementation of public policies that promote decent housing for all, enabling transparency and affirmation of human of citizenship and establishing new standards of social coexistence.
