POLÍTICA DO MICROEMPREENDEDOR INDIVÍDUAL: UMA ANÁLISE DOS RESULTADOS ECONÔMICOS OBTIDOS NO ESTADO DO CEARÁ

Esta pesquisa analisou a política pública, levada a efeito pelo governo em face das altas estatísticas de trabalho informal no Brasil, voltando à atenção para a necessidade da formalização das atividades empresariais. Indagou-se, portanto, se a política adotada pelo governo, voltada para a figura do Microempreendedor individual, efetivamente formalizaria essas atividades. Adotando um conjunto normativo de escala nacional, ancorado na Constituição Federal, o Governo atribuiu ao espaço local, importantes responsabilidades, visando a implementação de uma política pública que conferisse ao trabalhador informal a possibilidade de adquirir direitos trabalhistas através da formalização, essa política é tida como Programa Microempreendedor Individual (MEI). A presente pesquisa analisa algumas das competências conferidas à referida política pública, a nível estadual, a fim de demonstrar sua importância e efetividade, buscando uma análise da inserção dos direitos oferecidos ao microempreendedor individual, além de observar a efetividade dos deveres desse trabalhador, que deve ser realizada de acordo com a Lei Complementar Federal nº 128, de 19 de dezembro de 2008. Deste modo, é possível evidenciar a importância e a eficiência da implementação dessa política pública presente no Estado do Ceará. Portanto, esta pesquisa propiciou a constatação de que a adesão do MEI permitiu a criação e a adoção de normas que proporcionaram a aplicação de regras legais, no âmbito estadual, demonstrando um crescimento percentual de inscritos, na política do Microempreendedor Individual, especialmente no Estado do Ceará. Abstract:
This research analyzed the public policy, carried out by the government in the face of high statistics of informal work in Brazil, returning to the need to formalize the business activities. It was therefore questioned whether the policy adopted by the government, focused on the individual Microentrepreneur, would effectively formalize these activities. Adopting a normative set of national scale, anchored in the Federal Constitution, the Government attributed to the local space, important responsibilities, aiming at the implementation of a public policy that gave the informal worker the possibility of acquiring labor rights through formalization, this policy is considered as Individual Microentrepreneur Program (MEI). The present research analyzes some of the competencies conferred to said public policy, at the state level, in order to demonstrate its importance and effectiveness, seeking an analysis of the insertion of the rights offered to the individual microentrepreneur, besides observing the effectiveness of the duties of this worker, who must be carried out in accordance with Federal Complementary Law No. 128, dated December 19, 2008. Thus, it is possible to highlight the importance and efficiency of the implementation of this public policy present in the State of Ceará. Therefore, this research led to the realization that the MEI membership allowed the creation and adoption of standards that provided the application of legal rules, at the state level, demonstrating a percentage growth of enrollees, in the policy of the Individual Microentrepreneur, especially in the State of Ceará.
