Resumo:
O presente estudo dissertativo que tem como objeto de estudo a análise do Conselho Municipal de Patrimônio Histórico e Cultural-COMPHIC como agente de participação social nas políticas públicas de proteção do patrimônio histórico e cultural no Município de Fortaleza/Ce, tem como objetivo geral analisar a participação social no que se refere a efetivação dessas políticas, bem como suas boas práticas, tendo o cidadão como fiscalizador e detentor da proteção da história da cidade como um instrumento cultural. No que se refere à justificativa do estudo, este está intrinsecamente ligado ao fato de que o resgate histórico e afirmação da identidade cultural de um povo devem e, precisa ser protegida, para que as futuras gerações não percam sua historicidade cultural. Dentro deste contexto, o estudo elegeu como método de pesquisa a metodologia de cunho bibliográfico, que está embasada em autores contemporâneos que tratam da temática em questão, analisando dados fornecidos pelo Conselho Municipal de Proteção ao Patrimônio Histórico-Cultural (COMPHIC). Portanto, frente ao que fora exposto, dentro da metodologia proposta, o estudo busca responder a seguinte questão: O COMPHIC é eficaz como agente de participação social na gestão de políticas públicas de proteção do patrimônio histórico-cultural do município de Fortaleza/Ce?Para tanto, nos valemos dos resultados de uma pesquisa empírica desenvolvida junto ao COMPHIC, no período de janeiro a junho de 2016. Foram analisadas as observações realizadas no campo, bem como o estudo das atas e a conclusão extraída das entrevistas estruturadas, cruzando os temas discutidos nas atas com as políticas públicas do município .A sistematização dos dados quantitativos, ricos em informações sobre os recursos políticos, culturais e materiais dos conselheiros e suas entidades, bem como de sua dinâmica decisória, ajudará na caracterização do objeto em foco e no mapeamento dos pontos passíveis de comparação com os demais conselhos em âmbito estadual e federal. Abstract:
This argumentative study that has as object of study the analysis of the Municipal Council of Historical and Cultural Heritage - COMPHIC as social participation in public policies agent of the historical and cultural heritage protection in Fortaleza / Ce- 2013-2016, has the general objective to analyze the social participation regarding the effectiveness of these policies and their good practices having the citizen as inspection and keeper of the city's history of protection as a cultural instrument. With regard to the justification of the study, this is intrinsically linked to the fact that the historical review and affirmation of the cultural identity of a people should and must be protected so that future generations have story to tell. Within this context, the study elected as a research method to imprint bibliographic methodology that is grounded in contemporary authors dealing with the subject in question, analyzing data provided by the Municipal Council of Protection of Historical and Cultural Heritage (COMPHIC). So forward to what was stated in the proposed methodology, the study seeks to answer the following question: The COMPHIC is effective as social participation agent in the management of public policies of protection of historical and cultural heritage of the city of Fortaleza / Ce?For this, we make use of the results of an empirical research conducted by the COMPHIC, from January to June 2016. We analyzed the observations made in the field, and the study of the minutes and the conclusion drawn from structured interviews, crossing themes discussed in the minutes with the municipal public policies .The systematization of quantitative data rich in information about the political and cultural resources and material of directors and its entities, as well as its decision-making dynamics, will help to characterize the object in focus and mapping of points that could be compared with other councils at the state and federal level.
