EDUCAÇÃO PERMANENTE EM SAÚDE: CONSTRUÇÃO COLETIVA DE

Resumo:
O estudo tem sua motivação a partir das fragilidades identificadas pela pesquisadora e pela gestão da Policlínica Regional de Iguatu-CE, construída e equipada pelo Governo do Estado do Ceará e sob gestão de um consórcio público municipal de saúde, que reconheceram a necessidade de transformação do processo de trabalho da unidade para garantir efetividade operacional e resolutividade e buscaram efetivar essa proposta por meio da educação permanente. O tema desta pesquisa é a gestão da educação permanente em saúde no SUS. Seu objeto é a implantação e o desenvolvimento de um conjunto articulado de dispositivos para efetivação da educação em saúde em serviço ambulatorial de atenção secundária para potencializar mudança nas práticas profissionais e melhoria no processo de trabalho. A pesquisa-ação foi escolhida como abordagem para contribuir para a compreensão da realidade por meio da reflexão sobre uma intervenção. Utilizou-se como instrumentos para investigação: 1- aplicação de entrevistas estruturadas; 2- diário de campo; 3- pesquisa documental; e 4- realização de rodas de conversa para discussão e elaboração dos dispositivos de educação permanente e de política específica. A interpretação dos resultados foi realizada por meio da análise de discurso. O produto tecnológico proposto foi o desenvolvimento de um conjunto articulado de dispositivos para gestão da educação permanente na Policlínica. A opção metodológica mostrou-se coerente com os objetivos propostos, pois permitiu fortalecer a relação ensino-saúde e, de modo simultâneo, contribuiu para o engajamento dos profissionais em relação a seu papel frente ao desenvolvimento da educação permanente. Por meio desse método de investigação foi possível fomentar um processo de mudança da realidade concomitante ao processo de geração de conhecimentos advindos dos segmentos envolvidos. Além dos resultados, materializados nos documentos, o processo de desenvolvimento da pesquisa foi relevante, pois construiu espaços de debates, valorizados pelos atores e considerados necessários para a melhoria das práticas cotidiana desses profissionais e dos cenários envolvidos. As principais necessidades encontradas para avanço da efetividade da educação permanente em saúde na Policlínica foram: 1 - aproximação entre os segmentos do quadrilátero da educação permanente; 2- regulamentação de campos de estágios e pesquisa; e 3- modificação da perspectiva da formação em saúde da lógica pontual para a integral. Como limite dessa investigação, deve ser considerado que dispositivos de educação permanente desenvolvidos são aplicáveis a organizações que contemplem demandas programadas, interlocução multiprofissional e interinstitucional, possibilitando contato, troca de experiências e aprendizado mútuo. Portanto, não são aplicáveis a todo tipo de instituição de saúde sem que adaptações sejam pensadas de acordo com as peculiaridades de cada serviço prestado. Palavras-chave: Ensino. Abstract:
The study is motivated by the fragilities identified by the researcher and by the management of the Regional Polyclinic of Iguatu-CE, which was built and equipped by the Government of the State of Ceará and is managed by a municipal public health consortium. The researcher and the team of Regional Polyclinic recognized the need for transform the work process by permanent education. The theme of this research is the management of permanent health education in the SUS. Its object is the implementation and development of an articulated set of devices for effective health education in outpatient secondary care service. An expected result is to potentiate transformations in professional practices and improvement in the work process. Action research was chosen as an approach to contribute to the understanding of reality through reflection on an intervention. The following instruments were used for research: 1 - application of structured interviews; 2- observation based on observation protocol in the training institutions; 3- field diary; 4 - documentary research; and 5- making talk wheels for discussion and elaboration of permanent education and specific policy devices. The interpretation of the results was performed through discourse analysis. The proposed technological product was the development of an articulated set of devices for the management of permanent education in the Polyclinic. The methodological option was consistent with the proposed objectives, since it allowed strengthening the teaching-health relationship and, simultaneously, contributed to the engagement of professionals in relation to their role in the development of lifelong education. Through this method of investigation it was possible to foster a process of change of the reality concomitant to the process of generation of knowledge coming from the involved segments. Besides the results, materialized in the documents, the process of development of the research was relevant, since it built spaces of debates, which were valued by the actors and considered necessary for the improvement of the daily practices of these professionals and the scenarios involved. The main needs found to advance the effectiveness of continuing education in health in the Polyclinic were: 1- approximation between the segments of the permanent education actors; 2 - regulation of internships and research; and 3 - modification of the perspective of health training from point-to-point logic to integral. As limit of this investigation, it should be considered that permanent education devices developed are applicable to organizations that contemplate programmed demands, multiprofessional and interinstitutional dialogue, enabling contact, exchange of experiences and mutual learning. Therefore, they are not applicable to any type of health institution without adaptations being considered according to the peculiarities of each service provided. Keywords: Teaching.
