Resumo:
A dissertação aborda transformações territorial e socioeconômica que metamorfoseiam o território do estado do Ceará, em meio a tensões conflitivas da saída das estruturas arcaicas às modernas com a denominação: POLITICAS ESTRUTURANTES DE TURISMO DO CEARÁ: METAMORFOSES TERRITORIAIS E SOCIOECONÔMICAS. O objetivo é de investigar empreendimentos públicos dos governos pela opção de modernizar o Estado e implementar o turismo como prioridade econômica. O turismo tem sido discutido pelos gestores, políticos, universidades, no entanto, há poucos dados disponíveis sobre investimentos. Estudam-se empreendimentos turísticos, para chegar à definição das fontes de fomento dos investimentos em infraestrutura do turismo. A relevância da temática consiste no avanço de análise para financiamentos, com investimentos externos tendo em vista o aumento do fluxo de turistas, geração de empregos e postos de trabalho, decorrentes de investimentos e estruturas implementadas. A relevância do estudo está no reconhecimento de que o turismo é vetor de desenvolvimento, não apenas atividade econômica e colabora com estados, municípios e comunidades no desenvolvimento socioeconômico. A problemática investigada remete a políticas estruturantes do território cearense para adequação às exigências do turismo. Para explicação da realidade caótica elaboram-se os seguintes questionamentos: que mudanças básicas ocorrem na transformação do território em núcleo receptor de turismo nacional? Que mudanças históricas ocorreram e quais os impactos socioeconômicos decorrentes das mudanças? Quais os empreendimentos territoriais implementados, para viabilização do turismo? Qual a origem dos investimentos estruturantes de turismo? Como o governo implementa empreendimentos como: Porto do Pecém, Aeroporto Internacional, Centro de Eventos e qual a relevância para o turismo? Os questionamentos suscitam os seguintes objetivos: Geral: Analisar políticas estruturantes de turismo centrada em empreendimentos públicos que constituem parte da infraestrutura turística do Estado do Ceará. Específicos: Analisar políticas públicas de turismo e reestruturação do território com empreendimentos do Governo. Compreender as transformações do Ceará arcaico para o Ceará moderno e turistificado. Identificar as mudanças das transformações territoriais e socioeconômicas. 8 Analisar as políticas estruturantes do turismo, identificando alcances e limites das políticas. Verificar se os empreendimentos deixam retornos satisfatórios. Optou-se pelo método dialético que discute e argumenta racionalmente, com base em conflitos e contradições, entendendo o objeto investigado como totalidade ou processo histórico. As categorias de análise, estado, território, políticas públicas, turismo são fundamentais para explicação dos empreendimentos turísticos analisados. Chega-se à conclusão de que o Ceará deu saltos de qualidades, em relação ao território, porém, deixa a desejar na solução dos problemas socioambientais. Mesmo assim graças às políticas, o Ceará ganha espaço de destaque no turismo nacional, e o turismo passa a ocupar lugar especial na contribuição ao PIB. Palavras-chaves: Políticas Públicas. Abstract:
The thesis deals with territorial and socioeconomic transformations that metamorphose the territory of the Ceará State, amid conflicting tensions between the departure of archaic and modern structures with the denomination: STRUCTURING POLICIES OF TOURISM OF CEARÁ: TERRITORIAL AND SOCIOECONOMIC METAMORPHOSES. It has the objective of investigating public enterprises carried out by the governments of Ceará from the option of modernizing the State and implementing tourism as an economic priority. Tourism in Ceará has been discussed by managers, politicians, universities, however, there is still little data available on investments. Ceará tourist enterprises are studied, in order to arrive at a definition of the sources of fomentation of investments in tourism infrastructures. The relevance of this theme is the advance of the analyzes for the financing of the Ceará State, with external investments in order to increase the flow of tourists, the generation of jobs and jobs resulting from investments and structures implemented. The relevance of the study lies in the recognition that tourism is a vector of development, not just economic activity and collaborates with states, municipalities and communities in socioeconomic development. The problem investigated refers to structural policies in the territory of Ceará to adapt to the requirements of tourism. In order to explain the chaotic reality, the following questions are elaborated: what basic changes are taking place to transform the territory of Ceará into a national tourist destination? What historical changes occurred and what socioeconomic impacts of the changes? What territorial undertakings are implemented in Ceará to make tourism feasible? What is the origin of structuring tourism investments? How does the State government implement projects such as: Porto do Pecém, International Airport, Event Center and what is the relevance for state tourism? The questions raise the following objectives: General: Analyze structuring policies of tourism centered on public enterprises that are part of the tourist infrastructure of the Ceará State. Specific: Analyze tourism public policies and the restructuring of the territory of Ceará with projects carried out by the Government of the Ceará State. Understand the transformations of archaic Ceará to modern and touristic Ceará. Identify the changes resulting from the territorial and socioeconomic transformations of the 10 Ceará State of. To analyze the structuring policies of tourism, identifying the scope and limits of the policies. Verify if the enterprises leave satisfactory returns to the State. We opted for the dialectical method that rationally discusses and argues based on conflicts and contradictions, understanding the object investigated as totality or historical processes. The categories of analysis of state, territory, public policies and tourism are fundamental to explain the analyzed tourism enterprises. It can be concluded that Ceará has jumped with qualities in relation to the territory, but, it leaves to be desired in the solution of the socio-environmental problems. Even so, it can be said that thanks to these policies Ceará gains a prominent place in national tourism, and tourism occupies a special place in the contribution to the state's GDP.
