A RELEVÂNCIA DA EDUCAÇÃO PARA ADOLESCENTES EM CUMPRIMENTO DE MEDIDA SOCIOEDUCATIVA: A EXPERIÊNCIA DA EJA NO MEIO ABERTO/LIBERDADE ASSISTIDA NO MUNICÍPIO DE FORTALEZA

Resumo:
Esta dissertação busca analisar a relevância da educação na modalidade da EJA para os jovens em conflito com a lei, perquirindo sobre sua competência para auxiliar o jovem infrator na difícil tarefa de manter-se afastado do mundo do crime e da violência em uma sociedade permeada de conflitos dessa natureza. Para tanto, foi realizada uma pesquisa quantiqualitativa em duas escolas municipais de Fortaleza, com técnicos da Secretaria Municipal de Educação e do Distrito de Educação da Secretaria Executiva Regional IV. A pesquisa destinava-se a alunos em cumprimento de medidas socioeducativas e matriculados na Educação de Jovens e Adultos (EJA), objetivando compreender como a educação poderia contribuir para sua reinserção social e afastá-lo do cometimento de novos atos infracionais; buscando ainda identificar os aspectos sociais, econômicos e pedagógicos que envolvem o binômio medidas socieducativas e educação. Foram abordados os conceitos de juventude ou juventudes, de medidas socieducativas, reincidência e ressocialização a fim de se conhecer a identidade do jovem infrator e aluno da EJA, o qual é objeto deste trabalho. A pesquisa discute, ainda, a relevância do Estatuto da Criança e do Adolescente (ECA) e da doutrina da Proteção Integral para esse segmento social. Os procedimentos metodológicos utilizados consistiram de revisão da bibliografia e análise documental, aplicação de questionários e sistematização de dados oficiais sobre a temática. Os pesquisados pontuam que a falta de políticas públicas voltadas para a juventude culmina com a má qualidade da oferta educacional e a ineficiência do SINASE para realizar a reinserção social dos jovens em conflito com a lei. Por outro lado, entendem que a EJA aliada a políticas estatais voltadas para esse segmento social diminui o índice de reincidência infracional da juventude. A pesquisa evidenciou que os trabalhadores em educação, participantes desse estudo, acreditam nos pilares educacionais freirianos, apostando numa educação dialógica que seja capaz de oferecer ao Jovem Infrator maior possibilidade de ressocialização e de desenvolvimento humano. Abstract:
This dissertation intends to analyse the relevance of the EJA modality of education to the teenagers in conflict with the law, inquiring about its competence to help the young offender in the difficult task of keep himself put away of the crime and violence in a society permeated of conflicts like this. Therefore, it was done a qualitative-quantitative search in two municipal schools of Fortaleza, with tecnicians of the Education Municipal Secretary and the Education District of the Executive Secretary IV. The research was intended to students in compliance with socio-educational measures and enrolled in EJA, objectifying understand how the education could contribute to their social reinsertion and put them away of the commitment of new infractions; seeking out identify the social, economics and pedagogical aspects that involve the binomial socio-educational measures and education. It was aproacched the concept of youth, of socio-educational measure, recidivism and resocialization in order to know the identity of the young offender and EJA‟s student, object of this work. The research also discusses the relevance of the Child and Adolescent Statute and the doctrine of Integral Protection to this social segment. The methodological procedures used consisted of reviewing the bibliography and documentary analysis, application of questionnaires and systematization of official data on the subject. The respondents point out that the lack of public policies aimed at youth culminates with the poor quality of the educational offer and the inefficiency of SINASE to carry out the social reintegration of young people in conflict with the law. On the other hand, they understand that the EJA, coupled with state policies aimed at this social segment, reduces the rate of juvenile delinquency. The research evidenced that the education workers, participants in this study, believe in the educational pillars of Freiri, betting on a dialogical education that is capable of offering the Young Offender greater possibility of resocialization and human development.
