Nos últimos anos, com o avanço das tecnologias digitais, vive-se um momento singular na história da humanidade que se vê inserida num processo de mudanças estruturais, econômicas, tecnológicas, sociais e culturais sem precedentes que exige cada vez mais dos indivíduos novas competências e habilidades para que possam se inserir nesse novo contexto social. Diante desse atual paradigma tecnológico, a internet possui posição central, permitindo a conjugação dos sistemas de computadores com os modernos meios de telecomunicação. Por outro lado, verificase uma apropriação desigual, pelos diferentes estratos sociais, das atuais ferramentas de Tecnologia da Informação e Comunicação (TIC), situação que contribui, ainda mais, para o recrudescimento do mapa da exclusão social no Brasil, desta feita, sob a forma de exclusão digital ou infoexclusão. Nesse contexto, podese perceber o papel fundamental do Estado, especialmente no que se refere à implementação de ações governamentais com foco na redução das desigualdades de acesso dos cidadãos brasileiros às novas tecnologias de informação e comunicação, a partir da construção de políticas públicas sociais notadamente voltadas à inclusão digital. A pesquisa aborda a temática das Políticas Públicas de Inclusão Social, concebidas pela Administração Pública Federal na esfera da inclusão digital, em favor de determinadas categorias sociais, especificamente as comunidades rurais, estimulando condutas direcionadas compatíveis com o conceito de desenvolvimento social, erradicação da pobreza, valorização do trabalho, dentre outros princípios fundamentais contidos na Constituição Federal do Brasil. O objetivo geral da pesquisa se voltou para investigar se as diretrizes e normas de implantação do Programa Nacional de Apoio à Inclusão Digital nas Comunidades Telecentros. BR, no âmbito da política de inclusão digital do Governo Federal, foram observadas na implementação do Projeto Casa Digital do Campo do Estado do Ceará pela Secretaria de Desenvolvimento Agrário do Estado, no período de 2011 a 2014. A pesquisa recaiu sobre os documentos oficiais relacionados às diretrizes e normas de implantação do Programa Nacional de Apoio à Inclusão Digital nas Comunidades – Telecentros.BR e o Projeto Casa Digital do Campo, em especial a legislação específica, como os decretos, portarias e avisos de seleção pública. Utilizou-se, ainda, dos relatórios de implantação, cartilhas da Secretaria de Desenvolvimento Agrário do Estado do Ceará, prestação de contas e relatórios de avaliação de impacto do projeto financiado pelo Governo Federal e o Fundo Estadual de Combate à Pobreza (FECOP), Lei Complementar nº 37/2003. Constatou-se, através da pesquisa, que o projeto Casa Digital do Campo do Ceará seguiu as diretrizes e normas do Programa Nacional e os demais atos normativos específicos, bem como observou os princípios que norteiam a Inclusão Digital e as Ações do Governo Eletrônico no Brasil, não obstante mereça permanentes ações de aperfeiçoamento, possui evidente conotação de inclusão social e digital e de desenvolvimento local. Constata-se, pois, que a política de inclusão digital ainda carece de solidificação e aperfeiçoamento, no que se refere à participação e envolvimento das comunidades rurais do estado do Ceará, embora sejam dotadas de interesse e empenho, ainda persiste a necessidade de ações corretivas junto ao projeto em si, sejam elas de natureza institucional, administrativa ou financeira, com vistas a cumprir com as atribuições que lhes incumbe no contexto da Política Nacional de Inclusão Digital. Abstract:
In recent years, with the advancement of digital technologies, there is a unique moment in the history of humanity, which finds itself inserted in a process of unprecedented structural, economic, technological, social and cultural changes that increasingly require new skills and abilities that can be inserted in this new social context. Faced with this current technological paradigm, the Internet has a central position, allowing the combination of computer systems and modern means of telecommunication. On the other hand, there is an unequal appropriation by the different social strata of the current Information and Communication Technology (ICT) tools, a situation that contributes even more to the upsurge of the map of social exclusion in Brazil, this time, in the form of Digital exclusion or info-exclusion. In this context, one can perceive the fundamental role of the State, especially in what concerns the implementation of governmental actions focused on reducing the inequalities of access of brazilian citizens to new information and communication technologies, based on the construction of social public policies, especially aimed at digital inclusion. The research deals with the theme of Public Policies for Social Inclusion conceived by the Federal Public Administration in the sphere of digital inclusion in favor of certain social categories, specifically rural communities, stimulating directed behaviors compatible with the concept of social development, eradication of poverty, Valorization of labor, among other fundamental principles contained in the Federal Constitution of Brazil. The general objective of the research was to investigate the guidelines and standards for the implementation of the National Program to Support Digital Inclusion in Telecentre.BR Communities, in the context of the digital inclusion policy of the Federal Government, were observed in the implementation of the Digital House Project of the Field of the State of Ceará by the Secretariat of Agrarian Development of the State in the period from 2011 to 2014. The research fell on the official documents related to the Guidelines and standards for the implementation of the National Program to Support Digital Inclusion in Communities - Telecentros.BR and the Casa do Campo Digital Project, in particular specific legislation, such as decrees, ordinances and public selection notices. It was also used the implementation reports, leaflets of the Secretariat of Agrarian Development of the State of Ceará, accounting and evaluation reports on the impact of the project financed by the Federal Government and the State Fund to Combat Poverty (FECOP) Complementary Law No 37/2003. It was verified through the research that the Digital Casa do Ceará project followed the guidelines and norms of the national Program and other specific normative acts, as well as observed the principles that guide Digital Inclusion and the Actions of Electronic Government in Brazil, although it deserves permanent improvement actions, has an evident connotation of social and digital inclusion and local development. It can be seen that the digital inclusion policy still lacks solidification and improvement in terms of participation, involvement of rural communities in the state of Ceará, despite being endowed with interest and commitment, there is still a need for corrective actions together with the project itself, be they of an institutional, administrative and financial nature with a view to fulfilling their attributions in the context of the National Digital Inclusion Policy.
