Resumo:

A Assist�ncia Farmac�utica � parte fundamental dos servi�os de aten��o � sa�de e
do direito constitucional � popula��o brasileira e sua interlocu��o com a Aten��o
Prim�ria � Sa�de transversaliza as dimens�es que constituem o cuidado integral. A
avalia��o em sa�de visa modificar a realidade social dos coletivos atrav�s de um
processo sistem�tico e rigoroso, o qual produz uma ferramenta indispens�vel para a
tomada de decis�o. A presente tese objetivou: Avaliar a incorpora��o dos resultados
de pesquisas � pr�tica desenvolvida pela Assist�ncia Farmac�utica na Aten��o
Prim�ria � Sa�de e suas influ�ncias no SUS; Analisar a produ��o cient�fica nacional
e internacional sobre pesquisas de avalia��o da Assist�ncia Farmac�utica
relacionadas � Aten��o Prim�ria � Sa�de; Compreender o fluxo das pesquisas em
Sa�de no munic�pio de Fortaleza; Descrever a rela��o entre a produ��o de
pesquisas e a aplicabilidade de seus resultados no campo da Assist�ncia
Farmac�utica na Aten��o Prim�ria � Sa�de em Fortaleza; Apreender a percep��o
dos farmac�uticos acerca das pesquisas da Assist�ncia Farmac�utica na Aten��o
Prim�ria � Sa�de em Fortaleza; Fornecer subs�dios para a contru��o de uma
Pol�tica Nacional sobre Pesquisas em Sa�de. O estudo cumpriu os preceitos �ticos
da Resolu��o 466/2012 do Conselho Nacional de Sa�de. A metodologia utilizada
teve abordagem qualitativa, representada por um estudo avaliativo participativo,
ancorado na hermen�utica cr�tica de Minayo. A pesquisa foi conduzida entre os anos
de 2014 e 2015, junto ao N�cleo de Ci�ncia, Tecnologia e Inova��o em Sa�de da
Secretaria da Sa�de do Estado, � Coordenadoria de Gest�o do Trabalho e
Educa��o em Sa�de, �s Coordenadorias Regionais de Sa�de e �s Unidades de
Aten��o Prim�ria � Sa�de, do munic�pio de Fortaleza. A totalidade dos sujeitos
participantes foram 50, sendo 08 Gestores e T�cnicos da Educa��o Permanente;
12 Coordenadores da Unidades de Aten��o Prim�ria � Sa�de; 14 Trabalhadores da
equipe de sa�de da fam�lia; 07 Farmac�uticos vinculados � Assist�ncia
Farmac�utica municipal; 05 usu�rios das Unidades de Aten��o Prim�ria � Sa�de; e
04 professores/pesquisadores universit�rios. Para a coleta das informa��es foram
utilizadas as seguintes t�cnicas: Revis�o integrativa da literatura; Entrevista semiestruturada;
C�rculo Hermen�utico-Dial�tico de Guba e Lincoln; Consulta
Documental; Grupo focal e Observa��o sistem�tica. O processo anal�tico se

estabeleceu diante de uma an�lise que articula a hermen�utica e a dial�tica,
partindo da trajet�ria interpretativa de Minayo (ordena��o, classifica��o e an�lise
final), atrav�s de um fluxograma analisador orientado por Assis e Jorge (2010).
Dentre os achados observou-se que: os prop�sitos da Pol�tica Nacional de
Medicamentos e da Pol�tica Nacional de Assist�ncia Farmac�utica est�o distantes
da concretiza��o, demonstrando uma realidade bem diferente do que est� institu�do
na legisla��o e do que preconiza o Minist�rio da Sa�de; as pr�ticas de gest�o da
Assist�ncia Farmac�utica mostram-se reduzidas � sua dimens�o operacional, com
�nfase em aspectos do ciclo log�stico do medicamento; as pesquisas em sa�de no
cen�rio estudado est�o desalinhadas com as demandas territoriais e n�o circulam
de forma eficiente entre os interessados (gestores, pesquisadores, profissionais); h�
necessidade urgente da cria��o, reorganiza��o e sistematiza��o do fluxo das
pesquisas, al�m de estrat�gias que viabilizem a divulga��o e a incorpora��o de
seus resultados nos servi�os.

Abstract:

The Pharmaceutical Assistance is an essential part of the health attention services
and of the constitutional right to the Brazilian population and its interaction with the
Health Primary Attention mainstreams the dimensions that constitute the whole care.
The health evaluation aims to modify the social reality of the collectivity through a
systematic and strict process, which produces an important tool to the decisionmaking.
This thesis aimed to: Evaluate the incorporation of the researches� results to
the practice developed by the Pharmaceutical Assistance in the Health Primary
Attention and their impacts in the SUS; Analyze the national and international
scientific production about evaluation researches of the Pharmaceutical Assistance
related to the Health Primary Attention; Understand the health researches� flow in
Fortaleza; Describe the relation between the production of the researches and the
applicability of their results in the field of the Pharmaceutical Assistance in the Health
Primary Attention in Fortaleza; Learn the perception of the pharmacists about the
researches of the Pharmaceutical Assistance in the Health Primary Attention in
Fortaleza; Provide subsidies for the construction of a National Policy on Health
Research. The study accomplished the ethical principles of the Resolution 466/2012
of the Health National Counsel. The used methodology had qualitative approach,
represented by an evaluative participatory study, based in the critical hermeneutics of
Minayo. The research took place between the years 2014 and 2015, closely with the
Center of Science, Technology and Innovation in Health of the State Secretariat of
Health, the Coordination Office of Work and Education in Health Management, the
Health Regional Coordination Offices and the Health Primary Attention Unities, of
Fortaleza. The totality of the participants were 50, being 8 Managers and Technicians
of the Permanent Education; 12 Coordinators of the Health Primary Attention Unities;
14 Workers of the family health team; 7 Pharmacists linked to the local
Pharmaceutical Assistance; 5 users of the Health Primary Attention Unities; and 4
professors/researchers. To the data collection were used the methods that follow:
Integrative review of the literature; Semi structuralized interview; Hermeneutics and
Dialectics Circle of Guba and Lincoln; Document consultation; Focal group and;
Systematic observation. The analytic process was established before an analysis
that articulates the hermeneutics and the dialectics, working from the interpretative
trajectory of Minayo (ordination, classification and final analysis), through an analyzer

flowchart oriented by Assis and Jorge (2010). Among the results we notice that: the
purposes of the National Drug Policy and of the National Pharmaceutical Assistance
Policy are far from concretization, showing a reality different from what is settled in
the legislation and from what recommends the Health Ministry; the practices of
Pharmaceutical Assistance Management prove to be reduced to their operational
dimension, with emphasis in aspects of the drug logistic cycle; the health researches
in the studied scenery are not lined with the territorial demands and do not circulate
efficiently among the interested parties (managers, researchers, professionals);
there is an urgent necessity of creation, reorganization and systematization of the
researches� flow, besides the strategies that make possible the propagation and the
incorporation of their results in the services.
