VIOLÊNCIA DE GÊNERO: ACESSO DA POPULAÇÃO LGBT À POLITICA DE ASSISTÊNCIA SOCIAL EM MARACANAÚ

A presente dissertação Violência de gênero: acesso da população LGBT à política de assistência social em Maracanaú tem por objetivo apresentar os principais aspectos encontrados sobre o acesso à política de assistência social no município de Maracanaú da população LGBT (lésbicas, gays, bissexuais, travestis e transexuais) em situação de violação de direitos por causa de sua orientação sexual. Através de pesquisa bibliográfica realizada sobre as categorias: gênero e violação de direitos, homossexualidade e orientação sexual, e assistência social; e das entrevistas realizadas com usuários da política de assistência social se faz possível apontar alguns achados referentes ao que nos propomos a conhecer. Na tentativa de qualificar a pesquisa, buscamos usuários de outros serviços da política de assistência social e não apenas dos serviços ofertados no CREAS. Algumas dificuldades foram encontradas durante o processo de construção do trabalho, entre elas aquela relacionada ao acesso aos usuários, que apesar de não estarem situados numa determinada classe social, nem pertencerem a uma faixa etária específica, apresentavam como característica comum o fato de serem LGBTs, e terem em algum momento demandado os serviços ofertados na Política de Assistência Social de Maracanaú, por pertencerem àquele território. A compreensão de que a violação de direitos para a população LGBT é algo muito presente, nos conduziu a algumas reflexões a respeito da construção histórica e social que se traduz na homofobia, e possibilitou a compreensão imperativa da necessidade de inserção da temática nos estudos e investigações acadêmicas, nas diversas áreas do conhecimento e, em particular no serviço social, além do investimento em qualificação profissional dos profissionais que atuam no âmbito das políticas públicas, em especial da Política de Assistência Social, com o público aqui elencado. Os depoimentos dos entrevistados durante a realização da pesquisa vêm revelar qual é a relação estabelecida entre a busca pelo acesso aos direitos e a política de assistência social. A busca pelo acesso aos direitos perpassa, inegavelmente, o atendimento através dos serviços socioassistenciais, que pode se concretizar pela escuta e pelos encaminhamentos feitos conforme as demandas apresentadas. A relação entre o direito a que se busca acessar e a política de assistência social está interligada, uma vez que o usuário busca através desse atendimento a superação de necessidades identificadas. Pode ser observado também o reconhecimento por parte de alguns usuários da política de assistência social que houveram mudanças significativas; todavia, para alguns a referida política continua ocupando um espaço que contribui para a conformação de demandas, ao invés de uma expressão legítima das reivindicações dos usuários em sua busca pelo acesso aos direitos. Foi possível concluir que o 9 longo caminho percorrido até que as pessoas LGBT estivessem contempladas (ainda que de forma tímida) na política de assistência social perpassou uma série de mudanças tanto na construção da política quanto no avanço do processo de reconhecimento social e político da homossexualidade. Abstract:
The present dissertation Gender violence: LGBT population access to social assistance policy in Maracanaú aims to present the main aspects found on access to social assistance policy in the municipality of Maracanaú of the LGBT population (lesbian, gay, bisexual, transvestite and transsexuals) in violation of rights because of their sexual orientation. Through a bibliographical research carried out on the categories: gender and violation of rights, homosexuality and sexual orientation, and social assistance; and the interviews with users of the social assistance policy make it possible to point out some findings referring to what we propose to know. In an attempt to qualify the research, we seek users of other services of the social assistance policy and not only the services offered in CREAS. Some difficulties were found during the process of construction of the work, among them the one related to the access to the users, that although they were not located in a certain social class, nor belong to a specific age group, they had as a common characteristic the fact of being LGBTs, and have at some point demanded the services offered in the Social Assistance Policy of Maracanaú, because they belong to that territory. The understanding that the violation of rights for the LGBT population is very present, led us to some reflections on the historical and social construction that translates into homophobia, and made possible the imperative understanding of the necessity of insertion of the subject in the studies and investigations academic, in the different areas of knowledge and, in particular, in the social service, besides the investment in professional qualification of the professionals who work in the scope of the public policies, in particular of the Social Assistance Policy, with the public listed here. The interviewees' statements during the research show that the relationship between the search for access to rights and the social assistance policy has been established. The search for access to rights undoubtedly goes through service through social assistance services, which can be achieved through listening and referrals made according to the demands presented. The relationship between the right to be accessed and the social assistance policy is intertwined, since the user searches through this service to overcome identified needs. It can also be observed the recognition by some users of the social assistance policy that there have been significant changes; however, for some the policy continues to occupy a space that contributes to the conformation of demands, rather than a legitimate expression of the users' demands in their search for access to rights. It was possible to conclude that the long path taken until LGBT people 11 were contemplated (albeit timidly) in social assistance policy has undergone a series of changes both in the construction of politics and in the progress of the process of social and political recognition of homosexuality.
