ESTRUTURAL: UMA ANÁLISE ONTO-CRÍTICA DO PROEMI NO BOJO DA

A crise aguda que tem afetado todas as estruturas sociais, como inédita no sistema do capital, expressa uma tendência à queda da taxa de lucro. Em seu movimento tendencial, a queda da taxa de lucro não pode se efetivar por completo, encontrando barreiras nas suas contratendências. Essas causas contrariantes afetam sobremaneira as condições de vida da classe trabalhadora, que tem sido acometida com as tendências ao desemprego estrutural, a precarização do emprego, dentre outras. Nesse contexto, o desenvolvimento de habilidades pela classe trabalhadora tem sido tomado como um objetivo estratégico pelo Programa de EPT, que tem recomendado diretrizes aos países da periferia do capital, sob a égide dos organismos internacionais, buscando promover mistificações a respeito das contradições sociais engendradas pelo desenvolvimento contraditório do capital. De pronto, buscamos demonstrar as tendências no campo educacional expressas nas diretrizes da Política de EPT diante da crise estrutural do capital, que, no Brasil, consolidam-se, dentre outros, no programa de formação de habilidades da classe trabalhadora ProEMI. Esse programa surge no contexto das reformas realizadas na Política Educacional brasileira a partir de 1990, conforme as determinações dos organismos internacionais, como o Banco Mundial, a ONU e a UNESCO, no âmbito do movimento de EPT. O ProEMI foi encetado no Brasil juntamente com um conjunto de políticas, programas e ações para o cumprimento dos objetivos consoantes a agenda da EPT. Ele se volta para as escolas de Ensino Médio não profissionalizantes e surge sob a justificativa da promoção de um currículo mais flexível e diversificado. Para aclarar o objeto, adotamos a onto-metodologia, partindo da premissa da centralidade do trabalho na fundação do ser social (LUKÁCS, 1976 apud LESSA, 2007). No desvelamento da questão problema realizaremos um estudo teórico-bibliográfico e documental, nos debruçando sobre o arcabouço teórico dos autores que realizam a crítica marxista ao sistema sociometabólico do capital. Constatamos que a política dos organismos internacionais atende a interesses mercadológicos de formação mínima da classe trabalhadora. Asseveramos, outrossim, que as reformas orientadas no contexto da EPT, sob o pretenso discurso do alcance da equidade e da sustentabilidade social, têm produzido tendências educacionais que representam uma completa mutilação da possibilidade de uma formação humana plena.

Abstract:
The acute crisis that has affected all social structures, as unprecedented in the capital system, expresses a tendency to fall in the rate of profit. In its trend movement, the fall in the rate of profit cannot be fully realized, finding barriers in its counter-tendencies. These contradictory causes greatly affect the living conditions of the working class which has been affected by tendencies to structural unemployment, the precariousness of employment, etc. In this context, the development of skills by the working class has been taken as a strategic objective by the EFA Program which has recommended directives to countries from periphery of capital, under the aegis of international organizations, seeking to promote mystifications about the social contradictions engendered by contradictory development of capital. For this reason, we seek to demonstrate the trends in the educational field expressed in the guidelines of the EFA Policy in face of the structural crisis of capital, which, in Brazil, are consolidated, among others, in the program of skills training of the working class ProEMI. This program arises in the context of the reforms carried out in the Brazilian Educational Policy since 1990, that is, according to the determinations of the international organizations, such as the World Bank, the UN and UNESCO, within the EFA movement. ProEMI was launched in Brazil along with a set of policies, programs and actions to meet the objectives of the EFA agenda. It turns to non-vocational high schools and arises under the guise of promoting a flexible and diverse curriculum. To clarify the object, we adopt the onto-methodology on the premise of the centrality of work in foundation of the being social (LUKÁCS, 1976 apud LESSA, 2007). In the unveiling of the problem question, we will undertake a theoretical-bibliographic and documentary study, looking at the theoretical framework of the authors who perform the Marxist critique in sociometabolic system of capital. We note that the policy of international organizations meets the market interests of minimum training of the working class. We will also assert that the reforms oriented in the context of the EFA, under the pretended discourse of the achievement of equity and social sustainability, having produced educational trends that represent a complete mutilation of the possibility to a full human formation.
