A DINÂMICA DE UM ARRANJO: UM ESTUDO DE CASO DO APL DE FRECHEIRINHA

Resumo:
O presente trabalho adotou como objetivo analisar o dinamismo do APL de
confecção de moda íntima de Frecheirinha, no Estado do Ceará, em relação
os mecanismos de aprendizagem, cooperação e inovação a partir da
abordagem Neo-Schumpeteriana. Baseando-se no pressuposto de que o
dinamismo do APL é impulsionado, pela forte cooperação e interação
(eficiência coletiva) existentes entre os agentes do APL que contribui
para o processo de aprendizado e geração de inovação. Utilizando-se do
estudo de caso múltiplo como estratégia de análise foram investigadas
cinco empresas, quatro de pequenas e uma de médio porte. Foram
identificadas várias formas de aprendizagem: learning by imitating,
learning by interacting and cooperating e learning by doing. Assim como
várias fontes de aprendizagem: revistas, feiras, associação e área de
produção. Com relação às formas de cooperação: parcerias entre as
instituições e as empresas, associação e empresas e entre as próprias
empresas. As empresas são inovativas, apresentando diversas formas de
inovações, influenciadas diretamente por diversos atores. O APL
influencia no desenvolvimento da cidade e isso pode ser observado no
número de empregos ofertados, assim como, na redução da taxa de
desemprego do município. Observando esse município com sua dinâmica
pode-se dizer que é uma cidade de “atmosfera industrial”. Palavras-chave: Arranjo Produtivo Local; Cooperação; Aprendizagem; Inovação.
Abstract:
This study adopted as objective to analyze the dynamics of a female underware APL from Frecheirinha – Ceará, in relation to the learning mechanisms, cooperation and innovation from the Neo-Schumpeterian approach. Based on the assumption that the dynamics of the APL is driven by the strong interaction and cooperation (collective efficiency) existing between APL agents, which contributes to the process of learning and innovation generation. Utilizing the multiple case study as strategy analysis, five companies were investigated, four small and one midsize. Various forms of learning were identified: learning by imitating, learning by interacting and cooperating and learning by doing. As well as several learning sources: magazines, trade shows, association and production area. With regard to forms of cooperation: partnerships between institutions and companies, association and companies and between companies. Companies are innovative, presenting various forms of innovations, directly influenced by several actors. The APL influences the development of the city, and this can be observed in the number of jobs offered, as well as in reducing the unemployment rate in the municipality. Observing this municipality with its dynamics can say that is a city of "industrial atmosphere".
