ABSTRACT
The Emergency and Emergency Care Network emerge as a possibility to adapt the health
system to the demographic and epidemiological profile of the population. Thus, this research
aimed to analyze the implementation process of the Network of Attention to Emergencies and
Emergencies in the Health Region of Fortaleza. An evaluative, participatory research was
carried out with a qualitative approach. The scenarios were the Health Region of Fortaleza and
Fortaleza Macroregion, of which the latter is also part. Participants were managers involved in
the implementation process of RUE as a priority to the members of the CIR and CIB. Interviews
and documentary analysis were carried out. A cross -sectional study with temporal and
geographical analysis was carried out in a complementary way. The analysis was guided by the
steps, suggested by Minayo (2013) and adapted by Assis and Jorge (2010).
The results were presented in five articles: "Analysis of demographic and clinical profile of
stroke in the state of Ceará and Fortaleza region", where a high number of cases of stroke were
observed and a trend of growth of this disease in the next years ; "Profile of hospitalization for
acute myocardial infarction in the state of Ceará and the region of Fortaleza Health", whose
study results showed an evolution over time of hospitalizations due to myocardial infarction in
the state of Ceará and in some municipalities of the Region of Health Fortaleza. The majority
of hospitalized cases were male, with age above 60 years old, especially elderly individuals
over 70 years of age, with hospitalization time of up to one week. Over time, the tendency of
hospitalization was decreasing in Ceará, while in the municipalities evaluated, the trend was
increasing, but without statistically significant difference; "The network of attention to
emergencies and emergencies: an assessment study in a health region of the state of Ceará",
based on the analysis, the managers' representations about the implementation process of the
RUE in the Fortaleza Health Region were systematized and some of the tools were elaborated
in this study - Theoretical Model, Problem Tree and Logical Model, which resulted not only in
the construction of a matrix of evaluation, but also in a participatory process of transformation
of subjects. "The network of emergency care in the state of Ceará: actions of the state health
management in the implementation process", the analysis of the implementation process of the
RUE revealed a state network still in the implementation phase, presenting problems related to
the processes of management. The implementation process was characterized by the emphasis
on structuring from physical resources to the detriment of aspects conditioning to the regional
and integral network operation; "Regionalized health networks: a case study of the emergency
and emergency network of the Fortaleza-CE macro-region", it was observed that the
implantation of all the components of RUE in the Fortaleza Health Macroregion was not
accompanied, to the same extent, by the process of modifying the assistance model towards
integral, resolutive, qualified and user-centered attention. It was perceived the complexity and
difficulty of proposing something against the current logic, that is, of the logic of capitalism
and the inherent productivism. However, research has shown that subjects who were once
reproducers of this logic are also a source of change insofar as they suggest clues capable of
promoting the transformation of this reality.
