RESUMO
Nas diversas construções sociais, especialmente nas próprias à modernidade, a racionalização emerge como fundamento de ordenamento das relações. Nas organizações de trabalho, em especial, mecanismos são criados e remodelados visando à otimização da racionalização. Weber é o primeiro a cunhar o termo burocracia, embora como fenômeno social ela lhe anteceda, mas, desde então, busca-se desvelar e identificar suas características, disfunções e objetivos. Com o advento das tecnologias da informação e comunicação, como os sistemas de gestão ERPs, as perspectivas acadêmicas sobre o tema burocracia se antagonizam, no campo da administração. Por um lado, há os que apregoam a morte da burocracia; de outro, há os que falam da sua transformação em uma burocracia flexível. Esta dissertação buscou, então, responder à seguinte questão de pesquisa: Como se dá a relação entre a implantação de sistemas ERP e o pensamento burocrático em empresas em crescimento, em tempos de capitalismo flexível? Metodologicamente, foi realizada uma pesquisa de orientação qualitativa com uso de métodos mistos. Para análise dos dados quantitativos coletados por meio de instrumento próprio, utilizou-se a técnica da análise fatorial, obtendo-se como resultado os seguintes fatores/dimensões: resultados esperados; flexibilidade; aspectos pessoais negativos da adoção do ERP; trabalho flexível; ordenamento; motivos da mudança e melhoria contínua. Para análise da narrativa totalizante oriunda das entrevistas em profundidade, foi utilizada a técnica da análise temática de conteúdo, por meio da qual foram identificados os seguintes temas: os direcionadores da implantação de um sistema ERPs; a mudança de sistema e suas principais características; os resultados e as consequências do uso de sistemas ERP; e melhorias contínuas. Dos resultados analisados foi possível compreender as relações entre o processo de implantação e uso de ERP e o pensamento burocrático, pela evocação e análise de variadas situações vividas pelos usuários, experiências tais que se mostraram exemplares do processo de burocratização tecnológica, com aspectos amalgamados do clássico e do contemporâneo (burocracia flexível), que está em curso no contexto de empresas em crescimento, na atualidade. Conclui-se então, que a adoção e uso de um ERP insere nas organizações um novo tipo de burocracia - a tecnológica.
The various social structures, especially in their own modernity, the rationalization emerges as the basis for regulating relations. In work organizations, in particular, mechanisms are created and refurbished aiming to optimize the rationalization. Weber is the first to coin the term bureaucracy, but as a social phenomenon, which precedes him. Since then, we seek to uncover and identify its characteristics, dysfunctions, and objectives. With the advent of information and communication technologies, such as management systems Enterprise Resource Planning - ERP, academic perspectives on the theme bureaucracy antagonize in the field of administration. There are those who proclaim the death of the bureaucracy; on the other hand, there are those who speak of its transformation into a flexible bureaucracy. This work sought, then answer the following research question: How is the relationship between the implementation of ERP systems and bureaucratic thinking to growth companies in flexible capitalism times? Methodologically, a qualitative research orientation with the use of mixed methods was performed. For analysis of the quantitative data collected through own instrument, it was used the technique of factor analysis, obtaining as a result of the following factors / dimensions: expected results; flexibility; negative personal aspects of the adoption of ERP; flexible working; planning; reasons for change and continuous improvement. To analyze the totalizing narrative derived from in-depth interviews, the technique of thematic content analysis was used, by which the following issues were identified: the drivers of the implementation of an ERP system; the system change and its main features; the results and the use of ERP systems consequences; and continuous improvement. From the analyzed results, it was possible to understand the relationship between the process of implementation and use of ERP and bureaucratic thinking, the evocation and analysis of various situations experienced by users, experiences that showed examples of technological bureaucratization process with amalgamated aspects of classic and contemporary (flexible bureaucracy), which is ongoing in the context of growing businesses, today. In conclusion, the adoption and use of an ERP inserts in organizations a new type of bureaucracy – technological.
