RESUMO
A lei dos Mestres da Cultura foi instituída no Diário Oficial do Estado do Ceará no dia 22 de agosto de 2003, durante o governo de Lúcio Alcântara. Contemplava inicialmente pessoas dotadas de algum conhecimento sobre um saber específico que engendrasse a produção de bens materiais, ou mesmo manifestações folclóricas, que representassem as práticas tradicionais da sua comunidade. Essa lei surge como demanda direta do contexto internacional de reconhecimento e valorização do chamado Patrimônio Imaterial que possuiu como texto base as diretrizes elaboradas em 2011 para Convenção Sobre a Proteção e a Promoção da Diversidade das Expressões Culturais. O principal objetivo deste trabalho é compreender o contexto e os agentes envolvidos no processo de reconhecimento étnico dos primeiros indígenas como representantes do Patrimônio Imaterial cearense, através da obtenção do título de “Tesouros Vivos da Cultura”. A contribuição aqui construída pretende abranger-se em um debate sobre as práticas desses representantes frente a sua comunidade tradicional e sobre o conceito de popular proposto pela legislação que norteia a escolha dos chamados “Tesouros Vivos da Cultura” cearense.
Masters of Culture Law was published in the Government Gazette of the State of Ceará on August 22 in 2003, during Lúcio Alcântara‟s administration. It was originally aimed at people with some specific expertise that focused on the production of material goods, or even folkloric expressions, which represented traditional practices of their community. This law arises as a direct demand of recognition international environment and valuation of so-called Immaterial Patrimony that had as a foundational resource the guidelines prepared in 2011 for the Convention on the Protection and Promotion of the Diversity of Cultural Expressions. The main purpose of this paper is to understand the context and those involved in the process of ethnic recognition of the first indigenous people as representatives of Ceará Immaterial Patrimony, by achieving the title of “Living Cultural Treasure”. This paper intends to lead to a debate on the practices of these representatives in their traditional community and on the concept proposed by the legislation which guides the choice of so-called Ceará Living Cultural Treasure.
