A UNIDADE CONTRADITÓRIA DA ASSISTÊNCIA E DA PREVIDÊNCIA SOCIAL: UMA ANÁLISE POLÍTICA DA EXECUÇÃO ORÇAMENTÁRIA NO GOVERNO LULA

RESUMO
Esta pesquisa teve como objeto a compreensão da trajetória das políticas de previdência e assistência social no Brasil no período compreendido entre os anos 2004 e 2011, que cobrem os dois Planos Plurianuais (PPA) do governo de Lula da Silva. Objetivou analisar politicamente a execução orçamentária destas políticas públicas, com o fim de evidenciar as tendências observadas na sua evolução e suas relações com o padrão de acumulação de capital com dominância financeira. Adotou-se como metodologia a pesquisa bibliográfica e documental; a análise da execução orçamentária das políticas em epígrafe; além da recoleta e tratamento de dados sobre temas correlatos, tais como tributação, evolução do emprego e contribuição previdenciária dos trabalhadores em escala nacional. A análise do orçamento constitui o centro da escolha metodológica, pois entendemos que este é, por excelência, um instrumento de planejamento e distribuição do fundo que expressa o conflito de interesses das classes sociais. Os resultados da pesquisa apontam a existência de duas tendências: por um lado, a previdência tem sido alvo das contrarreformas neoliberais e está em franco processo de reestruturação restritiva de direitos; por outro, a política de assistência firmou-se com avanços não desprezíveis nas suas estruturas normativas e institucionais e nas verbas destinadas fundamentalmente para programas de transferência de renda, a exemplo do Bolsa Família (PBF) e do Benefício de Prestação Continuada (BPC). A pesquisa bibliográfica ajudou a percebermos que as rotas evolutivas das duas políticas, em verdade, constituem uma unidade contraditória que responde, cada uma ao seu modo, aos imperativos advindos do padrão de acumulação de capital com dominância financeira no bojo da crise estrutural em curso. Afirma-se, pois, que uma das chaves para a compreensão dos processos de privatização dos direitos sociais, a consequente reestruturação da previdência pública e, ainda, o crescimento da política de assistência está nas demandas dimanadas do capital mundializado que opera ajustes espaciais preferencialmente pela racionalização e intensificação do uso dos mercados existentes, com o que o esgarçamento dos aparatos jurídicos e políticos que limitam os direitos sociais se torna uma necessidade premente. Na medida em que o Estado tem de criar respostas às expressões da questão social numa quadra histórica em que não é mais possível promover a integração pelo salariato e pelo conjunto de direitos a ele vinculado, a atuação estatal recai sobre políticas e programas com o fim de garantir cidadania aos estratos mais vulneráveis da população. Eis porque políticas universalistas, como a previdência, tendem a ser restringidas e políticas de assistência tendem ao crescimento.
This research had as object the evolution of the welfare policies and social care in Brazil in the period between 2004 and 2011, covering the two Multi-Year Plans - PPA Lula's government. Aimed to politically analyze the budget execution of these public policies in order to highlight the trends in their development and their relations with the pattern of capital accumulation with financial dominance. It was adopted as methodology the bibliographical and documentary research; the analysis of the budgetary execution of the policies referred to above, in addition to recollect and processing of data on related subjects such as taxation, development of employment and social security contributions of workers nationwide. The budget analysis is the center of the methodological choice, because we understand that this is, par excellence, a planning tool and distribution of the fund that expresses the conflict of interest of social classes. The survey results indicate the existence of two trends: on the one hand, the security has been the subject of neoliberal contrarreformas and is in clear process of restructuring restrictive rights; on the other, assistance policy established itself with not negligible progress in its regulatory and institutional structures and funds primarily intended for income transfer programs, such as the Family Allowance and Continuous Cash Benefit. The literature review helped to realize that evolutionary routes of the two policies, in fact constitute a contradictory unity responder, each in his own way, the standard requirements arising from capital accumulation with financial dominance in the wake of the structural crisis in progress. It is argued, therefore, that one of the keys to understanding the processes of privatization of social rights, the consequent restructuring of public security and also the growth of welfare policy is in the measures imposed demands of globalized capital that operates spatial adjustments preferably by rationalization and increased use of existing markets, with the fraying of legal and political limiting social rights apparatus becomes a pressing need. To the extent that the state has to create responses to expressions of social issues in a historical period in which it is no longer possible to promote integration by means of wage labor and the set of rights attached to it, the state action falls on policies and programs in order to ensure citizenship to the most vulnerable strata of the population. This is why universal policies such as security, tend to be restricted and assistance policies tend to growth.
