REGIÃO METROPOLITANA DO CARIRI FRENTE AOS PLANOS ESTRATÉGICOS DO GOVERNO ESTADUAL: UM OLHAR A PARTIR DO PROJETO CIDADES DO CEARÁ I – CARIRI CENTRAL

RESUMO
O debate envolvendo os espaços metropolitanos é cada vez mais recorrente nos estudos geográficos. Essa questão está relacionada ao acelerado processo de urbanização desencadeado, sobretudo a partir da década de 1970, o que acabou culminando na institucionalização das primeiras regiões metropolitanas no Brasil. Neste trabalho, buscamos compreender a região metropolitana enquanto política territorial, que visa promover o planejamento, organização e execução de funções públicas de interesse comum a um determinado grupo de municípios. Para tanto, nos apoiamos em uma reflexão teórica que contempla processos e dinâmicas socioespaciais, com o intuito de promover uma discussão que vai além da esfera institucional. Como recorte empírico, elegemos a Região Metropolitana do Cariri/CE instituída pela Lei Estadual Nº 78 de 29 de junho de 2009, a fim de analisar como se deu a implementação do Projeto Cidades do Ceará Cariri Central, nos nove municípios que a compõe. O Projeto é uma política de governo, criada na gestão do ex-governador do Estado do Ceará Cid Gomes, a partir de uma proposta de redução das desigualdades regionais, com ações voltadas para três componentes específicos, são eles: Qualificação Territorial, Inovação e Apoio aos Arranjos Produtivos Locais (calçados e turismo), e Fortalecimento Institucional dos municípios do Cariri Central. Constatamos que, a Região Metropolitana do Cariri ainda não foi efetivada de fato, uma vez que, a maior parte dos seus municípios ainda se encontra desarticulados. Ademais, seu maior desafio continua sendo a falta de gestão compartilhada e a ausência de políticas capazes de aliar o crescimento econômico ao equilíbrio ambiental. Verificamos que o Projeto Cidades, apesar de representar uma importante iniciativa que chegou a todos os municípios da RMCariri, concentrou grande parte de suas obras nas cidades de Crato, Juazeiro do Norte e Barbalha (Crajubar), enquanto as demais foram contempladas, em sua maioria, com pavimentação de avenidas. Este quadro revela que apesar das significativas melhorias na infraestrutura urbana dos municípios, o Projeto não apresenta os mesmos avanços no âmbito da questão social e político-institucional.

ABSTRACT
The debate involving the metropolitan spaces is more and more recurrent in the geographical studies. This is related to the accelerated process of an unleashed urbanization, specially after the 70‟s, which resulted in an institutionalization of the first metropolitan regions of Brazil. In this work, we seek to comprehend the metropolitan region as a political territory that seeks to promote the planning, organization and execution of public functions of common interest in a specific group of counties. To do so, we rely on the theoretical reflections that contemplate the socio-spatial processes and dynamics, with the aim of promoting a discussion that goes beyond the institutional sphere. We elected the Metropolitan Region of Cariri/CE instituted by the State‟s Law Nº 78 from June 29 of 2009 to analyze, in order to understand how the implementation of the Ceará‟s Cariri Central Cities Project happened in the nine counties that composes it. The project is a governamental policy, born in the government of the ex-governor of the Ceará‟s State Cid Gomes, coming from a suggestion to reduce the regional inequalities, with the actions aimed to three specific components, they are: Territorial Qualification, Support and Inovation Local Productive Arrangements (shoes and tourism), and Institutional Fortification of the Cariri Central counties‟. We verified that, the Metropolitan Region of Cariri is still not fully effective once most part of its counties are considered unarticulated. Moreover, its new challenge is still the lack of shared management to the environmental balance. We also verified that the Project Cities, even though it represents an important initiative that reached every county of the RMCariri, concentrated a big part of its Works in the cities of Crato, Juazeiro do Norte and Barbalha (Crajubar). While the others were contemplated in its majority with the paving of avenues. All of this reveals that even though we have significant improvement in our urban infrastructure of the counties, the Project doesn‟t show the same advances in the scope of the social and institutional-political instance.
