ASSISTÊNCIA ESTUDANTIL NA UNIVERSIDADE ESTADUAL DO CEARÁ (UECE): UM INSTRUMENTO DE ACESSO À EDUCAÇÃO SUPERIOR PARA OS/AS ALUNOS/AS DO CURSO DE SERVIÇO SOCIAL?

RESUMO
A presente pesquisa objetiva analisar a assistência estudantil da Universidade Estadual do Ceará (UECE) como um instrumento de garantia do acesso (aqui compreendido como ingresso, permanência e qualidade da formação) dos estudantes do Curso de Serviço Social à educação superior. Para isto, participaram do estudo dez estudantes bolsistas de permanência do Curso de Serviço Social, bem como três gestores (Pró-Reitor atual e os dois anteriores) e a equipe de profissionais da Pró-Reitoria de Políticas Estudantis (PRAE) da UECE. O materialismo histórico-dialético foi o método que norteou essa pesquisa, a qual utilizou estudos dos tipos bibliográfico, documental e de campo, e como técnicas de investigação, a entrevista semiestruturada e a observação simples. De forma a abranger o objeto de estudo em sua totalidade, a pesquisa apresentou como categorias centrais de análise a educação superior, o acesso e a assistência estudantil. A partir das considerações tecidas neste trabalho, pôde-se perceber que a assistência estudantil da UECE ainda é bastante incipiente, pois a equipe de profissionais que trabalham com a assistência estudantil é reduzida, há a insuficiência de ações que atendam às principais demandas dos estudantes e que estejam relacionadas à sua realidade, como a questão da segurança, há incompatibilidade entre as atividades realizadas pelos bolsistas do Programa de Bolsas de Estudos e Permanência Universitária (PBEPU) e suas respectivas áreas de formação profissional e falta também a articulação das ações de assistência estudantil a outros programas e projetos da UECE; inclusive na área de infraestrutura e contratação de professores. Todas essas ações se mostram imprescindíveis para que haja um acesso efetivo ao ensino superior e, consequentemente, a redução dos casos de retenção e de evasão escolar.
The present research aims to analyze the student assistance of the State University of Ceará (UECE) as an instrument to guarantee access (here understood as admission, permanence and quality of training) of the students of the Social Work Course to higher education. To this end, ten undergraduate students from the Social Work Course, as well as three managers (current Pro-Rector and the previous two) and UECE Pro-Rector of Student Policies (PRAE) staff participated in the study. Historical-dialectical materialism was the method that guided this research, which used bibliographical, documentary and field type studies and as techniques semi-structured interview and simple observation. In order to cover the object of study in its totality, the research presented as main categories of analysis, college education, access and student assistance. Based on the considerations made in this study, it can be seen that UECE student assistance is still very incipient, since the team of professionals who work with student assistance is reduced, there are insufficient actions that meet the main demands of students and which are related to their reality, such as the security issue, there is incompatibility between the activities carried out by scholarship recipients of the Program of Scholarships and Permanence University (PBEPU) and their respective areas of professional training and there is also a lack of articulation of student assistance actions to other programs and projects of the UECE; including in the area of infrastructure and hiring of teachers. All these actions are essential for effective access to college education and, consequently, reduction of cases of retention and school dropout.
