A INSTRUMENTALIDADE DO SERVIÇO SOCIAL NO INSTITUTO DE PREVIDÊNCIA DO MUNICÍPIO DE FORTALEZA (IPM)

RESUMO Este trabalho analisa a instrumentalidade do Serviço Social no Instituto de Previdência do Município de Fortaleza (IPM), na perspectiva de identificar os fundamentos teórico-metodológicos, técnico-operativos e ético-políticos no exercício profissional do/as assistentes sociais da instituição, tendo em vista que são essas dimensões prático-formativas do Serviço Social que permitem o alcance das finalidades traçadas para a ação do/a profissional. O IPM é o órgão que gere o Regime de Previdência dos Servidores Públicos do Município de Fortaleza (PREVIFOR), sendo também responsável por ações na área da saúde, a partir do Programa de Assistência à Saúde dos Servidores do Município de Fortaleza. Seu funcionamento é guiado pelo tripé Previdência Social, Perícia Médica e IPM Saúde, sendo assim, o/a assistente social está inserido/a em quatro espaços distintos mas que, juntos, compõem o Serviço Social do IPM: Serviço Social da Previdência, Serviço Social da Perícia Médica, Serviço Social do IPM Saúde e o Programa IPMLar. Por meio da abordagem qualitativa e com cunho exploratório, o trabalho foi construído utilizando a pesquisa bibliográfica, a pesquisa documental e o estudo de campo. Assim, foi possível delinear o significado de instrumentalidade permeado pelos aspectos singulares da profissão de Serviço Social, identificar a instituição situando o trabalho dos/as assistentes sociais e explorar os elementos utilizados pelos/as profissionais no IPM para a efetivação dos seus objetivos. Apesar de enfrentarem as dificuldades impostas pelo campo de trabalho, que não são exclusivas destes/as profissionais, os/as assistentes sociais do IPM demonstraram a preocupação de construir suas ações em consonância com o que o Serviço Social tem se comprometido hegemonicamente enquanto profissão: atuar a favor da classe trabalhadora. Abstract:
ABSTRACT This work analyzes the instrumentality of Social Work at the Institute of Social Security of the Municipality of Fortaleza (IPM), in order to identify the theoreticalmethodological, technical-operational and ethical-political bases in the professional practice of the institution's social workers, View that these practical-formative dimensions of the Social Service that allow the attainment of the goals drawn for the action of the professional. The IPM is the body that manages the Public Servants Pension Scheme of the Municipality of Fortaleza (PREVIFOR), and is also responsible for actions in the health area, based on the Health Care Program of the Servants of the Municipality of Fortaleza. Its functioning is guided by the tripod Social Security, Medical Expertise and IPM Health, and thus, the social worker is inserted in four distinct spaces but, together, make up the IPM Social Service: Social Welfare Service, Social Service of Expertise Medical, Social Service of IPM Health and the IPM-Home Program. Through the qualitative and exploratory approach, the work was constructed using bibliographical research, documentary research and field study. Thus, it was possible to delineate the meaning of instrumentality permeated by the singular aspects of the Social Work profession, to identify the institution by placing the work of the social workers and to explore the elements used by the professionals in the IPM to achieve their goals. Despite facing the difficulties imposed by the field of work, which are not exclusive to these professionals, the social workers of the IPM have demonstrated their concern to build their actions in line with what the Social Service has been committed hegemonically as a profession: to act in favor of the working class.
