RESUMO
A matriz de a��es de alimenta��o e nutri��o (A&N) orienta a realiza��o destas a��es em
todas as fases da vida, bem como a sua integra��o ao conjunto das a��es de sa�de no contexto
da aten��o prim�ria, visando guiar o cuidado nutricional realizado por trabalhadores de sa�de
e ampliar a oferta de tais a��es. O objetivo deste estudo foi compreender a percep��o dos
trabalhadores de sa�de de n�vel superior sobre as a��es de A&N, os desafios e as
potencialidades para a sua realiza��o na aten��o prim�ria. O estudo foi realizado em seis
unidades de sa�de, localizadas nas diferentes Coordenadorias Regionais de Sa�de de
Fortaleza, Cear�, no per�odo de fevereiro a julho de 2017. Foram informantes do estudo 32
trabalhadores de sa�de com ensino superior, sendo a maior parte integrante da equipe m�nima.
Os dados foram coletados por meio de seis grupos focais e analisados por meio de An�lise
Tem�tica. A percep��o dos informantes sobre as a��es de A&N revela uma vis�o limitada
mediante a gama de atividades que correspondem a estas. Ademais, eles reconhecem n�o ter a
compet�ncia necess�ria para promover alimenta��o saud�vel, pois possuem uma no��o b�sica
do tema. Dentre os desafios para realizar a��es de A&N na aten��o prim�ria, foram citados a
aus�ncia de nutricionista, tempo insuficiente, gest�o, despreparo dos trabalhadores de sa�de
para trabalhar com usu�rios do SUS, falta de estrutura e de insumos, condi��es
socioecon�micas e comportamento alimentar dos usu�rios, e cuidado fragmentado nos
diferentes n�veis de aten��o. Quanto �s potencialidades, foram citadas a informatiza��o do
servi�o, o interesse e a demanda dos usu�rios, a disposi��o dos trabalhadores de sa�de, a
parceria com Institui��es de Ensino Superior e a longitudinalidade do cuidado. Dessa
maneira, percebeu-se que ainda h� muito a ser feito para mudar a atual realidade quanto �
realiza��o das a��es de A&N na aten��o prim�ria de Fortaleza. Para o aumento na oferta e
qualidade destas, � necess�rio, dentre outros fatores, promover a inser��o de trabalhadores de
sa�de qualificados e em n�mero adequado para a gest�o e a execu��o destas a��es.

Abstract:

ABSTRACT
The Matrix of Food and Nutrition Actions came to guide the implementation of such actions
in all phases of life, as well as their integration into all health actions in the context of primary
care, aiming to guide the nutritional care performed by health workers and to expand the
offering of these actions. The aim of this study was to understand the perception of higher
education health workers about food and nutrition actions, the challenges and the
potentialities for their achievement in primary care. The study was carried out in six health
units, located in the different Regional Health Coordination Centers of Fortaleza, Cear�, from
february to july 2017. The study's informants were 32 health workers with higher education,
being the majority of the minimum team. The data were collected through six focus groups
and analyzed through Thematic Analysis. The perception of informants about the food and
nutrition actions reveals a limited vision by the range of activities that correspond to these. In
addition, they recognize that they don�t have the necessary competence to promote healthy
eating, because they have a basic idea of the subject. Among the challenges to perform food
and nutrition actions in primary care were the absence of nutritionists, insufficient time,
management, unprepared health workers to work with SUS users, lack of structure and inputs,
inadequate socioeconomic conditions and eating behavior of users and fragmented care at
different levels of care. Regarding the potentialities, were mentioned the computerization of
the service, the interest and the demand of the users, the provision of health workers, the
partnership with Higher Education Institutions and the length of care. Thus, was perceived
that there is still much to be done to change the current reality regarding the implementation
of food and nutrition actions in the primary care of Fortaleza. For the increase in the supply
and quality of these, it is necessary, among other factors, to promote the insertion of qualified
and appropriate health workers for the management and execution of these actions.
