ABSTRACT
This study discusses the effectiveness of the Dialoga Brazil web platform as an engine for
the participation of brazilian society in the elaboration of public policies. This website was
launched in the government of former President Dilma Rousseff, at a time of intensive
changes in the history of Brazilian democracy, and received more than 11,000 proposals in
five fields. That was one of the projects of social participation through the internet created
by the executive branch, and it is the most explicitly designed and disseminated as a
channel of dialogue between the federal government and the public in times of increasing
digitalization of communication relations. This paper is divided into four parts, beyond the
introduction. We will have a journey into a brief history of governments of Lula da Silva and
Dilma Rousseff. After, we present the participatory perspective of these administrations.
The fourth chapter addresses the growth of the internet, how democratic thinking
incorporates this resource, and how Dilma government took advantage of it. The fifth part
was dedicated to analyzing the Web platform through the application of indicators that
reflect the demands of participatory democratic models.
